‘Texas 10 Most Wanted’ Fugitive Captured In San Antonio After Tip

A Texas 10 Most Wanted fugitive was captured in San Antonio this month after law enforcement officers received an anonymous tip.

The Texas Department of Public Safety announced Tuesday that Herbert Lee Souvenir was arrested on April 17. A Texas Crime Stoppers reward will be paid for the tip that led to his capture.

Members of the U.S. Marshals Lone Star Fugitive Task Force arrested the 47-year-old Souvenir at a residence on San Antonio’s south side.

The task force included members from the DPS Criminal Investigations Division, Bexar County Sheriff’s Office, Bexar County District Attorney’s Office, Texas Attorney General’s Office, Texas Department of Criminal Justice Office of the Inspector General, and the San Antonio Police Department. Texas Highway Patrol troopers assisted.

Souvenir was convicted in 1998 of aggravated sexual assault of an 8-year-old child and sentenced to 12 years in prison. In March 2022, he was convicted of assault causing bodily injury to a family member. Months later, a burglary of a habitation conviction brought him eight years of probation. He had been wanted in Guadalupe County since January 2026 for sexual assault, enhanced as a habitual offender.

Funded by the Governor’s Public Safety Office, Texas Crime Stoppers pays cash rewards for tips leading to arrests of Texas 10 Most Wanted fugitives, sex offenders, or criminal illegal immigrants.

Agencies have arrested 27 such fugitives so far in 2026, including 20 sex offenders and three gang members. Rewards totaling $45,500 have been paid.

Tipsters must call the Crime Stoppers hotline at 1-800-252-TIPS (8477), submit a web tip via the DPS website, or send a Facebook tip to qualify. All tips remain anonymous, with tipsters receiving a number rather than using a name.

DPS investigators collaborate with local law enforcement to select fugitives for the lists, which are available on the DPS website with photos.
