Texas Attorney General Ken Paxton announced that he has sued chemical manufacturer Blue Cube Operations LLC for illegally releasing chlorine gas and other hazardous substances.
The lawsuit targets Blue Cube’s facility in Freeport, Texas, over repeated unauthorized emissions that endangered public health, according to investigations by the Texas Commission on Environmental Quality.
Those probes identified at least 11 incidents from 2022 to 2025, including a May 2025 chlorine release of more than 8,000 pounds that caused injuries and prompted shelter-in-place orders for nearby communities.
Overall, more than 70,000 pounds of unauthorized chemicals were released into the atmosphere, affecting residents and disrupting local life.
“I will not allow any company to harm Texans’ health with dangerous chemicals. Companies operating in Texas have a duty to protect the people who live and work around them,” Paxton said. “Blue Cube’s repeated failures exposed Texas families to hazardous substances and forced entire communities to shelter in place. We will hold them accountable and work to prevent this kind of threat to public health in the future.”
Paxton seeks civil penalties and injunctive relief to mandate operational upgrades, independent audits, and full compliance with state law.
