Tiny Tushies Win Big: California Rolls Out 400 Free Diapers For Newborns

California families welcoming newborns will soon receive hundreds of free diapers through a new statewide initiative aimed at easing costs for parents during the first weeks after birth.

Gov. Gavin Newsom announced on Friday that the program will launch at approximately 65 to 75 hospitals during its first year, focusing primarily on facilities that serve low-income patients. According to the governor’s office, those hospitals account for roughly one-quarter of births statewide.

The state plans to expand the initiative to additional hospitals in the future, though officials have not specified how many facilities will ultimately participate.

Under the Golden State Start program, families will receive 400 diapers before leaving the hospital after giving birth. The diapers are designed for newborns and infants weighing up to 14 pounds. State officials said the supply represents slightly more than one month’s worth of diapers, as newborns typically use eight to 10 diapers daily.

“Every baby born in California deserves a healthy start in life — and that means making sure parents have the basics they need from day one,” Newsom said in a statement.

California partnered with the nonprofit organization Baby2Baby to manufacture the diapers. The organization said it developed a manufacturing system capable of producing diapers at significantly lower costs than retail prices.

“California is once again setting the standard of what it means to show up for mothers and babies,” Baby2Baby co-CEO Norah Weinstein said, the Associated Press reported.

The state allocated $7.4 million in last year’s budget to begin the initiative. Newsom’s current budget proposal includes an additional $12.5 million for the fiscal year ending in June 2027 to continue implementation.

State officials described the effort as part of California’s broader push to reduce costs for families. Newsom pointed to recent policies that expanded free school meals and universal preschool access across the state.

The announcement comes as several states explore ways to help families manage diaper expenses. Tennessee and Delaware previously launched diaper assistance programs tied to Medicaid coverage for low-income families. Tennessee provides eligible families with up to 100 diapers each month for children younger than 2, while Delaware’s program offers up to 80 diapers and a pack of baby wipes each week during a child’s first 12 weeks.

California’s Medicaid program currently does not cover diapers for newborns, though coverage is available for eligible enrollees age 5 and older with medical needs.

Diapers can be a major recurring expense for parents. According to the Center on Budget and Policy Priorities, families often spend about $100 per month per child on diapers. The organization has warned that financial strain can lead some parents to delay diaper changes or reuse disposable diapers, increasing the risk of rashes and urinary tract infections, AP reported.

“The first days at home with a newborn should be focused on the love, connection, and joy of an expanded family, not stress about affording diapers,” California Health and Human Services Secretary Kim Johnson said. “This program helps ensure families can begin that journey with greater stability and peace of mind.”
