President Donald Trump has signed an executive order aimed at preventing large institutional investors from purchasing single-family homes, a move the White House says will protect homebuying opportunities for American families.

The order directs federal agencies to block Wall Street firms from accessing government housing programs when acquiring properties that could otherwise go to individual buyers.

The sweeping directive targets what Trump describes as unfair competition between deep-pocketed investment firms and ordinary Americans seeking to achieve homeownership. Federal housing programs will now prioritize owner-occupants over institutional buyers through new guidance and restrictions.

Key provisions include requiring agencies to implement “first-look” policies giving individuals priority access to foreclosed properties before investors can bid. The order also mandates disclosure requirements and anti-circumvention measures to prevent workarounds.

Treasury Secretary Scott Bessent will review rules affecting institutional investors’ home acquisitions. The Attorney General and Federal Trade Commission Chairman must examine potential anti-competitive practices in the single-family rental market.

Housing and Urban Development officials will identify institutional investors participating in federal assistance programs by demanding ownership disclosure for single-family rentals. The White House will prepare legislative recommendations to permanently codify these policies.

The order fulfills Trump’s campaign promise to “immediately [take] steps to ban large institutional investors from buying more single-family homes.”

Administration officials argue that corporate buyers with vast resources have been outbidding families and converting neighborhoods into rental portfolios.

Trump has also directed Fannie Mae and Freddie Mac to purchase $200 billion in mortgage-backed securities to reduce borrowing costs. These housing initiatives complement other economic measures, including blocking Biden-era rules and signing the Working Families Tax Cuts.

The White House claims the tax cuts deliver “the largest tax cut in American history,” increasing paychecks by over $10,000 for typical families. Officials tout Trump’s energy and deregulation agenda as driving down inflation, mortgage rates, and gas prices while attracting trillions in investments.
