The U.S. Air Force’s VC-25B Bridge aircraft arrived at Joint Base Andrews on Friday and will begin initial commissioning flights.

The aircraft, a modified Boeing 747-8i previously operated by Qatar’s Amiri Flight, will serve as an interim Presidential transport to support the aging VC-25A fleet until the full VC-25B program delivers new aircraft. It received its new red, white, and blue livery and final government modifications before delivery.

The VC-25B Bridge program provides a secure, modified executive platform to maintain continuity of Presidential airlift operations amid extended heavy maintenance on the current VC-25A aircraft, which entered service in 1990.

Secretary of the Air Force Troy Meink stated, “The safety and security of the commander in chief is our highest priority. From the beginning, we meticulously evaluated every requirement to accelerate delivery while maintaining the high standards expected of the Presidential mission. This effort proves that the U.S. Air Force can move fast without sacrificing quality, security, or reliability.”

Air Force Chief of Staff Gen. Ken Wilsbach added, “We are proud to deliver the VC-25B Bridge aircraft to the President. Many thought it could not be done, but the United States Air Force was able to execute and provide a secure, reliable airborne command post on an accelerated timeline.”

The aircraft was sourced from a former Qatar head-of-state 747-8i. The U.S. government accepted the airframe as part of efforts to bridge the gap until the primary VC-25B aircraft are ready. L3Harris Technologies performed the modifications, focusing on secure communications, self-protection systems, and other Presidential mission requirements. Boeing provided engineering data support.

The U.S. Air Force estimates the modification cost for the Bridge aircraft at less than $400 million. The broader VC-25B program, which includes two new-build aircraft, has a total estimated cost nearing $5.7 billion through fiscal 2031. The original 2018 fixed-price contract with Boeing for the primary VC-25Bs was $3.9 billion.

Commissioning flights serve as the final validation for mission capability, including secure transport for the President in his roles as Chief Executive, Commander in Chief, and Head of State. Upon successful completion, the aircraft will join the active executive airlift fleet alongside the VC-25A and C-32 aircraft.

Preparation included leasing an Atlas Air 747-8F for training starting in October 2025, purchasing a Lufthansa 747-8i as a full-time training asset, and delivering a three-dimensional interior mock-up in January 2026.

The primary VC-25B aircraft, based on new Boeing 747-8 airframes, were originally slated for delivery in 2024 but have faced delays, with current projections around 2028. The Bridge aircraft addresses immediate operational needs for the Presidential Airlift Group.

Similar interim measures have been used in the past. The current VC-25A fleet itself replaced earlier Presidential aircraft, including modified Boeing 707s (VC-137) used from the 1960s into the 1990s. During transitions or maintenance, the Air Force has relied on backup aircraft like the C-32 (Boeing 757) for Vice-Presidential and support missions. The Bridge approach mirrors accelerated capability insertions seen in other defense programs where commercial derivatives fill gaps.

The VC-25B Bridge aircraft will undergo rigorous testing to ensure compliance with all security, communications, and operational protocols before full integration into Presidential missions.
