The Department of War and Lockheed Martin announced a framework agreement on Wednesday to accelerate production of the Precision Strike Missile.

The agreement stems from Secretary of Defense Pete Hegseth’s mandate to move faster, place the defense industrial base on a wartime footing, and build the Arsenal of Freedom, the Defense Department said.

Lockheed Martin plans targeted investments in advanced tooling, facility modernization, and critical testing equipment to cut production lead times. The deal focuses on key elements of the industrial base to deliver the deep-strike weapon to troops more quickly and efficiently.

The agreement also provides the option to pursue a multi-year contract lasting up to 7 years if Congress approves.

“Through this agreement, we are actively building the Arsenal of Freedom with speed and urgency,” said Michael Duffey, Under Secretary of War for Acquisition and Sustainment. “By empowering industry to invest in the factory floor, we are building a decisive and enduring advantage for our warfighters to outpace any potential adversary.”

The effort forms part of the department’s Acquisition Transformation Strategy and the Munitions Acceleration Council. It involves close work with the Army and several Defense Department units, including the Economic Defense Unit.

Such industry partnerships aim to keep the Arsenal of Freedom and industrial base strong, responsive, and ready to provide the speed, scale, and resilience required to deter threats and win conflicts for the United States and its allies.

Lockheed Martin, headquartered in Bethesda, Maryland, has more than 370 manufacturing facilities across the globe, including an aeronautics hub in Fort Worth and a missiles and fire control hub in Grand Prairie.
