Texas Attorney General Ken Paxton won a temporary injunction on Monday against a municipal utility district in Hunt and Collin counties.
The order blocks Double R Municipal Utility District No. 2A and its purported officers from taking further steps to support the East Plano Islamic Center’s EPIC City development. It also voids their prior actions.
Paxton’s lawsuit accused the district and its board of unlawfully taking over an existing utility district and trying to expand boundaries to help EPIC City avoid state review, according to a release from his office.
Paxton argued successfully that the directors failed to meet Texas statutory requirements to hold office. Their moves thus stood invalid under state law.
The injunction bars the purported directors from serving on the board. It directs Double R MUD to halt operations until the Texas Commission on Environmental Quality appoints qualified directors. Nearly all actions by those directors since September 12, 2025, now count as null and void.
“My office has proven that these radicals were unlawfully appointed to the board of Double R MUD and that their actions to advance the EPIC City development were illegal and void,” Paxton said. “We will continue to expose and stop anyone who attempts to exploit our governmental entities or Texas law to advance unlawful or dangerous agendas.”
Paxton earlier obtained a temporary restraining order against the district. That move stopped Double R MUD and its purported directors from conducting business or naming new board members at a March 20 meeting.
