Paxton Sues Double R MUD Over EPIC City Illegal Development Scheme

Texas Attorney General Ken Paxton sued a municipal utility district and its board on Monday for allegedly supporting an illegal Islamic center development through questionable maneuvers.

The lawsuit targets Double R Municipal Utility District No. 2A and its directors for actions that appear designed to evade state oversight.

The legal action represents Paxton’s latest effort to block the East Plano Islamic Center’s proposed development, known as EPIC City or “The Meadows.” State regulators have raised concerns about whether the district’s new board members meet legal requirements to hold office.

According to the lawsuit, Double R MUD held an unusual special meeting at noon on September 12, 2025. The location was a desolate intersection identified only by GPS coordinates.

At this meeting, the entire board resigned, and new directors immediately took control. The reconstituted board then approved adding approximately 402.524 acres to the district’s boundaries.

This expansion would encompass the proposed EPIC City development site. Paxton alleges the move was intended to help developers avoid state oversight by expanding an existing district rather than creating a new one.

Municipal utility districts are political subdivisions that provide essential services and infrastructure. They must comply with state legal requirements and be subject to oversight.

When regulators requested documentation verifying board members’ eligibility, Double R MUD delayed its response. The documents eventually provided showed the individuals were unqualified for office, according to the lawsuit.

“I will not allow individuals to cheat the system to advance an illegal development and destroy beautiful Texas land,” Paxton said. “If EPIC City’s developers or operatives are attempting to illegally take over local governmental structures in North Texas, my office will do everything in our power to stop their scheme.”

The lawsuit seeks to remove the defendants from the board and invalidate their annexation decision. It also aims to hold them accountable for their alleged unlawful actions.

In December 2025, Paxton filed a separate lawsuit to stop EPIC City from pursuing its development plans. That case remains pending in state court.
