Texas Attorney General Ken Paxton has demanded documents from two North Texas school districts as part of an ongoing investigation into their ties to the Islamic Games of North America and the Council on American-Islamic Relations (CAIR), a group designated by Texas as a foreign terrorist organization.
Paxton’s action coincides with a January 28 letter from Governor Greg Abbott urging the Attorney General to use existing legal authority against CAIR and its affiliated entities operating in Texas.
The Dallas Express has reported extensively on the controversy surrounding the Islamic Games and CAIR’s involvement with North Texas school districts, including Governor Abbott’s January 21 warning to school officials and subsequent actions taken by Cypress-Fairbanks ISD and Grapevine-Colleyville ISD to halt or deny use of school facilities.
According to a press release from Paxton’s office, the Attorney General has issued information demands to Cypress-Fairbanks Independent School District and Grapevine-Colleyville Independent School District seeking records related to the districts’ interactions with the Islamic Games of North America and CAIR or its affiliated chapters.
The demands are part of an investigation into the districts’ ties to the Islamic Games of North America, which has hosted events sponsored by a chapter of CAIR, according to Paxton’s office.
“The spread of radical Islam in Texas must be stopped, and if school districts are continuing to promote or partner with organizations tied to an FTO, that ends now,” Paxton said. “I will ensure that taxpayers’ dollars are not materially supporting activities by Islamist terrorists in violation of Texas law.”
Records Sought From CFISD, GCISD
As part of the investigation, Paxton has demanded communications, contracts, and related documents between the school districts, the Islamic Games of North America, and Council on American-Islamic Relations or its affiliated chapters.
In November 2025, the Islamic Games of North America announced plans to host an event at Bridgeland High School in October 2026, noting that the New Jersey chapter of CAIR would be a sponsor. A separate Islamic Games event had also been scheduled for May at Colleyville Heritage High School.
Public statements and reporting have indicated that one or both events were later canceled or rescheduled.
Investigation Tied To Abbott’s CAIR Designation
Paxton’s investigation is tied to action taken by Governor Greg Abbott, who in November 2025 designated CAIR as a foreign terrorist organization and transnational criminal organization under Texas law, as previously reported by The Dallas Express.
On January 21, 2026, Abbott notified school officials that Texas law prohibits CAIR-affiliated activity from taking place on public school property.
“As Texas’s Chief Law Enforcement Officer, Attorney General Paxton will ensure that state law is enforced and that taxpayer funds are not used to materially support terrorist organizations or their affiliates,” Paxton’s office said.
Paxton’s office did not specify a timeline for the investigation or whether additional school districts or entities could be included as the inquiry continues.
Neither school district nor CAIR issued a public response to Paxton’s document demands at the time of publication.
