Trump Approves Major Oil Pipeline At US-Canada Border In Montana

President Donald Trump granted a Presidential permit on April 30, authorizing a Wyoming-based company to construct and operate oil pipeline facilities at the U.S.-Canada border in Phillips County, Montana.

The permit allows Bridger Pipeline Expansion LLC, a wholly owned subsidiary of Bridger Pipeline LLC, to build, connect, operate, and maintain border facilities. These include a 36-inch-diameter pipeline extending from the international boundary to the first mainline shut-off valve or pumping station in the United States, located less than 2,000 feet from the border, along with related land, structures, installations, and equipment.

The facilities will transport crude oil and petroleum products, including naphtha, liquefied petroleum gas, natural gas liquids, jet fuel, gasoline, kerosene, and diesel, but exclude natural gas regulated under the Natural Gas Act.

The permit applies only to the U.S. portion of the project outlined in the company’s January 30, 2026, application and stresses that all relevant laws and regulations remain in effect.

Key conditions require Bridger Pipeline Expansion to avoid substantial changes to the facilities, location, or operations without Presidential approval, except for adjustments to average daily throughput or directional flow. Federal, state, and local agencies retain inspection rights, and the company must secure the necessary permits and comply with pipeline safety rules issued by the Pipeline and Hazardous Materials Safety Administration.

Upon permit termination, the company must, if so ordered, remove its facilities at its own expense. The U.S. government holds the right to possess them for national security, with fair compensation to the permittee. Ownership transfers must be reported immediately, and the company bears responsibility for right-of-way acquisitions, indemnification, maintenance, and required reports.

The 647-mile-long Bridger Pipeline Expansion will enable the transport of up to 550,000 barrels of crude oil per day from the Keystone XL Canadian segment in Alberta, Canada, through parts of Northern and Eastern Montana and Eastern Wyoming.

The permit creates no enforceable rights against the United States and takes effect under Trump’s signature on April 30, 2026.
