Nick Shirley, a 23-year-old American YouTuber and social media influencer known for his investigative videos, released new footage this week focusing on California’s voter registration rolls and highlighting flaws in the system.
The House recently passed the SAVE America Act in a 218-213 vote, which would require a photo ID to vote in federal elections and proof of citizenship to register, a bill that DX has covered closely as it moves through the midterm cycle.
With voter ID issues at the forefront of America’s concerns, Shirley’s latest video appears to have arrived at the perfect time.
In a video posted to his X account, Shirley describes driving to addresses that he sourced directly from California’s publicly available voter rolls maintained by the Secretary of State’s office.
“California is the breeding ground for voter fraud in America, as millions of people vote with no ID, month-long election processes, inaccurate voter rolls, dead people caught voting, even a dog successfully registered to vote, and voter verification is all based on your signature – not who you actually are,” the YouTuber posted on X.

In this video, I go to locations from California’s public voter rolls from the Secretary of State, and not a single location could verify the voter rolls.

In a follow-up post connecting the California video to his earlier investigative work in Minnesota, Shirley was direct in his intentions to expose fraud across the country, saying: “Voter fraud is very real in America and it’s equally as important as the welfare fraud – the people in power enable ALL the fraud to happen by design. EXPOSE IT ALL.”
California’s election system appears to be susceptible to voter registration fraud. The state does not require photo identification at polling places. Instead, verification relies on signature matching, a process that some critics argue is too subjective and inconsistently applied to be effective.
The state also permits ballot harvesting, in which third parties collect and submit completed mail ballots on voters’ behalf, creating a chain of command that may be difficult to audit. Additionally, the voter rolls themselves, which Shirley used as his roadmap for his recent exposure video, have drawn consistent criticism from election watchdog organizations, who say California has been slow to remove deceased voters, duplicate registrations, and former residents who have since moved out of state.
Federal law requires each state to maintain “reasonably accurate” voter lists; whether California meets that standard is a question Shirley’s footage highlights.
Supporters of the SAVE America Act highlight Pew Research data showing that 83% of Americans support photo voter ID. They argue that if a voting system cannot distinguish between a dog and a registered voter, it has already lost credibility.
