Rockwall ISD is expected to begin construction in February at one of its three middle schools as part of a $476 million bond package voters approved a little more than two years ago.

The district is expanding its fine arts and athletics offerings as part of the renovations which were intended to increase capacity for 6th-grade students advancing to JW Williams Middle School in August 2025 and “to make much-needed facility improvements” to the 24-year-old campus, according to the district’s website.

According to a Texas Department of Licensing and Regulation filing, delivery of the $33.6 million project is scheduled for July 2026, significantly later than the original August 2025 anticipated completion date noted on the school’s website.

The cafeteria and kitchen are expected to be expanded in order to accommodate the larger campus capacity, while instruction areas will also receive additions and renovations, including new classrooms and the creation of outdoor learning spaces.

The capital improvements to the existing campus were included in Proposition A, which provides almost $459 million for new campuses and renovations to existing schools. New buses will also be purchased as part of Proposition A. Nearly $17 million is provided in Proposition B for technology updates, including purchasing new computers and enhancing Wi-Fi in classrooms.

Rockwall ISD has 21 campuses, including 16 elementary schools. Its student enrollment is nearly 17,900, according to the Texas Education Agency.

Dallas-based Corgan is listed on the state filing as the design firm for the work at JW Williams. Its North Texas portfolio includes education projects in Allen, Argyle, Rockwall, Frisco, Arlington, Coppell, Denton, Farmers Branch, Grand Prairie, Fort Worth, and Garland.
