'Secure Protocol' Implemented at Area Schools During Car Chase

The Rockwall County Sheriff’s Office arrested at least one person in relation to a stolen car pursuit near a public school Monday morning.

According to a memo sent out to parents from Rockwall ISD, Maurine Cain Middle School and Dorothy Smith Pullen Elementary were briefly placed on a “secure protocol” for ten minutes due to unrelated police activity taking place near Cain Middle School.

“The incident was close enough in the area that they [Rockwall County Sheriff’s Office] asked for a secure,” said Renae Murphy, Chief Communications Officer for RISD. “A lockdown is a different situation,” Murphy told The Dallas Express.

School Resource Officers monitored the campuses during the incident, the RISD memo reported.

The incident occurred at approximately 8:03 a.m. when a deputy attempted to stop a vehicle that had reportedly been stolen, according to a news release from the Rockwall County Sheriff’s Office’s Facebook page.

“There were two individuals in the vehicle,” Captain Greg Welch of the Rockwall County Sheriff’s Office told The Dallas Express.

The passenger, identified as 24-year-old Esmeralda Clarissa Estrada of Balch Springs, Texas, jumped from the moving vehicle while it was traveling at a high rate of speed.

Estrada was transported to a trauma center in Plano.

The pursuit ended when the suspect crashed into another car at the intersection of Horizon and FM 549. After the crash, the alleged driver exited the vehicle and fled west on FM 549.

He was armed with a handgun but discarded the weapon approximately 50 yards from the vehicle, the Sheriff’s Office suggested. The suspect, later identified as 29-year-old Andrew Diamante Solis of Grand Prairie, was taken into custody shortly after the deputy deployed a Taser.

Deputies recovered a handgun and drug contraband at the scene.

The Rockwall County Sheriff’s Office and the Grand Prairie Police Department are working together on the investigation.
