A former McKinney city manager and his wife were found dead Sunday afternoon during a welfare check, with their son identified as the shooting suspect.

McKinney police discovered Leonard Ragan, 73, and Jackie Ragan, 72, in their Dunster Drive home after family members reported not seeing them for days. Leonard “Frank” Ragan was the city manager from 2008 to 2010.

The incident unfolded at approximately 9:56 a.m. when officers responded to a residence on Dunster Drive for a welfare check.

Officers entering through the rear door immediately found 73-year-old Leonard Ragan and 72-year-old Jackie Ragan dead in the living room. While clearing the residence, they encountered 34-year-old Bryce Ragan armed with a firearm in a bedroom.

After the man refused to lay down his weapon, two officers fired their weapons, striking him multiple times. Officers provided immediate medical aid until paramedics arrived.

Bryce Ragan was transported to a local hospital, where he remains in stable condition. No officers sustained injuries during the confrontation.

The investigation into the double homicide remains active, though authorities assured residents there is no ongoing threat to public safety.
