Uwe Boll’s “Citizen Vigilante,” a vigilante action thriller starring Armie Hammer, has ignited controversy since its June 19, 2026, release in limited theaters and on digital platforms.

The film, which depicts an American in Europe taking justice into his own hands against criminals including those involved in migrant-related violence, failed to receive an age rating from Germany’s FSK board. Director Boll described the decision as effective censorship, The Telegraph reported.

“Citizen Vigilante” follows Michael Sanders (Hammer), a wealthy American businessman living in Zagreb who becomes a vigilante after witnessing failures in the justice system. The plot draws from real-world cases of crime in Europe, portraying Sanders hunting criminals, including those linked to migrant gangs, while gaining social media fame.

It ends with a dedication to “the thousands of rape and murder victims in Europe who were betrayed by our legal system.”

Boll, a German-born director known for films such as video game adaptations, wrote, directed, and produced the project. He stated that German regulators refused an age rating because the film was seen as “inciting violence against migrants.” 


Germany’s Rating Refusal Sparks Censorship Debate

Germany’s voluntary but highly influential FSK (Freiwillige Selbstkontrolle der Filmwirtschaft) — the country’s main film rating board — refused to assign “Citizen Vigilante” any age rating (such as FSK 18). Without an FSK rating, the movie is effectively blocked from normal commercial channels: it cannot be shown in most theaters, sold in major retail stores, or offered on mainstream streaming platforms within Germany.

The film has not been formally indexed or banned by Germany’s stricter federal authority, the BPjM (Bundesprüfstelle für jugendgefährdende Medien), which maintains an official “index” that can legally restrict even adult access to certain media. As a result, it remains legal for adults in Germany to own, import, or privately watch the film.

This distinction between a full legal ban (BPjM indexing) and the practical commercial barrier created by the lack of an FSK rating is key to understanding the controversy. Many outlets, including Variety and Deadline, have therefore referred to the film as “effectively banned” in Germany due to these distribution restrictions.

“The rating system refused to give us a rating [in Germany], so now you can only watch it if you bring in a Blu-ray from Austria or Switzerland,” Boll told The Telegraph. “And I think they did that on purpose. It was a deliberate censorship decision.” He added that he lost a legal challenge in a 6-2 vote, adding that he was “told that the film was inciting violence against migrants.” 


Elon Musk Boosts Film’s Reach on X

Elon Musk amplified the film’s reach by posting it for free viewing on X for 48 hours starting June 25, drawing attention to debates over content moderation, artistic expression, and migration policy in Europe. The movie remains available for rent or purchase on major digital platforms in the U.S. and elsewhere.

Musk shared the full film on his X account, which has over 240 million followers, after Boll posted about a limited window. Musk’s action followed the Germany controversy and what he and others described as the Streisand Effect, where attempts to suppress the film increased its visibility.

The film climbed charts on platforms like Apple TV during the period. Musk commented on related posts, including one that noted its ranking, saying, “Citizen Vigilante 2 will be even better.”

Critics have panned the film for its direction, acting, and messaging. Variety called it an “ugly thriller” and “morally bankrupt,” criticizing its violence and character portrayals. However, audience reception on Rotten Tomatoes is 94%, with many viewers praising its timeliness regarding crime and justice issues.

The perpetrators were traumatized as well,” is a quote in the movie by a judge who gave reasoning why he gave leniency to migrant perpetrators.
