In this edition of Dallas Most Wanted, The Dallas Express is putting a spotlight back on a woman who allegedly murdered her 6-year-old son and fled the United States.

As previously reported by The Dallas Express, Cindy Rodriguez-Singh, the mother of Noel Rodriguez-Alvarez, was charged on October 30, 2023, with capital murder of a child under 10 years of age, two counts of injury to a child, and one count of abandoning without intent to return.

She was subsequently charged federally for unlawful flight to avoid prosecution and placed on FBI Dallas’ Most Wanted list.

Rodriguez-Singh and her son were residents of Everman, a small city just south of Fort Worth.

“At the request of the Texas Department of Family and Protective Services, Everman Police Department officers conducted a welfare check on behalf of the boy on March 20, 2023. During the welfare check interview, Rodriguez Singh lied to officers when she explained that the boy was living with his biological father in Mexico, and had been there since November 2022,” the FBI says.

“On March 22, 2023, Rodriguez Singh, her husband, and six other juvenile children boarded an international flight bound for India. It was determined that the missing child was not present, and did not board the flight,” the agency’s website reads.

In addition to the charges associated with Noel’s disappearance and presumed murder, Rodriguez-Singh has an extensive criminal history involving alcohol-related offenses.

On Thursday, it was announced that a reward of $25,000 would be given for information leading to the arrest and conviction of Rodriguez-Singh.

“I am confident that the combination of publicity, significant reward offering, and the team of experienced investigators assembled … will lead to her arrest,” said Dallas FBI Special Agent in Charge Chad Yarbrough at a press conference, according to NBC 5 DFW. “The community of Everman needs justice for Noel.”

According to the FBI, Rodriguez-Singh is Hispanic/white, between 5’1″ and 5’3” and 120-140 lbs. She has tattoos on her back, left leg, right arm, right calf, right hand, and right leg. She has brown hair and brown eyes and was born on January 30, 1985.

Her known aliases include Cecilia Rodriguez, Cindy Rodriguez, Cindy C. Rodriguez, Cindy Cecilia Rodriguez.

In nearby Dallas, there have been 130 murders committed this year as of August 28, according to the City of Dallas crime analytics dashboard.

The Dallas Police Department has focused on reducing violent crime this year, but the department has been hampered in its efforts by a chronic shortage of police officers and a limited budget. DPD currently fields about 3,000 officers, despite a City analysis that suggested about 4,000 officers are needed to adequately patrol a city of its size.

City leaders granted DPD a budget of about $654 million for the current fiscal year, far less than the budgets of other high-crime jurisdictions such as Los Angeles, Chicago, and New York City.
