Dallas City Council Member Cara Mendelsohn called Sunday for a review of police staffing and preparations after three Deep Ellum shootings killed four people and injured 15 others in about 75 minutes.
The city’s October 13 hiring report listed 3,447 sworn officers, 553 below the 4,000-officer minimum voters approved under Proposition U.
Her request covers staffing levels, deployment locations, intelligence about potential threats, crowd management, traffic control and coordination with businesses and private security.
“We need to understand how three separate shootings occurred within approximately 75 minutes in such a concentrated area,” Mendelsohn wrote.
She said the review should examine warning signs and preventive measures, not focus on blame. She praised responding police and Dallas Fire-Rescue personnel as heroes and suggested state assistance if needed.
Four dead and 15 injured following three separate shootings in Deep Ellum last night.
Halloween is supposed to be fun, and now families will be planning funerals, helping their loved ones recover from gunshots, and many who witnessed this violence will live with that trauma.
Thank you Dallas police officers and DFR first responders who rushed toward danger, provided lifesaving care, and worked to protect people in an extremely difficult situation. You are the heroes.
Halloween falling on a Saturday meant we could anticipate exceptionally large crowds in Deep Ellum. I am calling for a thorough review of DPD’s preparation and operational response, including staffing levels, deployment locations, intelligence about potential threats, crowd management, traffic control, and coordination with businesses and private security.
We need to understand how three separate shootings occurred within approximately 75 minutes in such a concentrated area.
This review should not focus on blame, but in determining what happened, what could have been prevented (were there warning signs?), and exactly what we should do differently to make Deep Ellum safer (are there any preventive measures that could be taken?). If outside help is needed, I hope @TxDPS or the Texas @Rangers are deployed to assist.
My deepest condolences to the families and friends who senselessly lost a loved one last night. May your memories bring you comfort and strength. To all of those injured, I am sorry for your pain and injury. I hope you work like hell to be a voice that brings change to this entertainment district. Having a fun night out shouldn’t mean you lose your life or get shot.

Chief says officers were fully staffed
“We were fully staffed out here,” Dallas Police Chief Daniel Comeaux said at a Sunday news conference.
He said police had planned for Halloween falling on a Saturday and praised officers who ran toward gunfire and provided lifesaving care.
Asked how much staffing had increased, Comeaux said he could not give a percentage. He said the department held planning meetings throughout the week.

Proposition U’s staffing and pay requirements
Proposition U, approved in November 2024, requires Dallas to increase full-time sworn staffing to at least 4,000 and maintain an officer-to-population ratio based on the city’s population at passage. The charter sets no deadline for reaching the initial minimum.
Comeaux described staffing for the Halloween deployment in Deep Ellum. The charter’s minimum concerns the citywide force.
Dallas’ adopted budget projects 3,651 sworn officers by September 2027, still 349 short of 4,000, and 3,800 by September 2028, still 200 short.
Proposition U also requires starting pay and non-pension benefits, excluding signing bonuses, to rank among the top five qualifying area departments and mandates an annual independent compensation survey, as The Dallas Express previously reported.
Three scenes in 75 minutes
Police placed the shootings at approximately 12:20 a.m. in the 2600 block of Elm Street, 1:05 a.m. in the 2600 block of Main Street and 1:35 a.m. in the 200 block of South Crowdus Street.

No officers suffered injuries in the incidents. The Dallas Express previously reported the initial casualty figures and emergency response in the district.
Comeaux urged people with photos, video or social media recordings to help investigators piece together what happened. The department’s update directs anyone with information to Sgt. Boz Rojas at 214-671-3598 or [email protected].
