Dallas is restructuring several of its social-service and contracting programs to comply with new federal restrictions banning “Diversity, Equity, and Inclusion” (DEI) criteria in government-funded initiatives, KRLD reported. City officials outlined the policy shift this week, marking a significant move away from requirements that previously incorporated “equity”-based benchmarks.
The transition affects how the city awards contracts, manages business-inclusion plans, and oversees multiple internal units that historically integrated DEI-aligned practices. Under the new structure, prior “equity”-focused contracting requirements and business-inclusion plans will be phased out and replaced with broader metro-area small-business initiatives designed to avoid preferential treatment based on race or gender, KRLD reported. The city said the approach is intended to open eligibility to a wider group of vendors while staying within the parameters of federal rules governing public funding.
Several divisions overseeing contracting, housing, community-care programs, and “equity” functions will be consolidated under an updated opportunity-focused framework. City leaders noted the changes are part of a broader restructuring aimed at improving consistency and compliance across departments while maintaining support for vulnerable residents.
The reorganization comes as federal authorities continue reviewing DEI-related requirements in publicly funded programs nationwide. In 2025, the U.S. government implemented new restrictions prohibiting the use of race- or gender-based criteria in determining eligibility for federal grants, program participation, and vendor selection. Dallas officials said aligning city policies with those rules is necessary to protect federal funding and avoid potential violations.
The transition is expected to continue into 2025 as departments revise internal guidelines, update reporting processes, and prepare new compliance documentation. Additional changes may occur as federal agencies finalize guidance on DEI-related restrictions.
