Pentagon Base Survival Plans And Global Stockpiling Advice Raise Questions

Pentagon Resilience Plan, Global Emergency Stockpiling Explained | QUANTICO, Va. — Secretary of War Pete Hegseth, Image by U.S. Army/press release 10/02/26

A Pentagon initiative to keep military installations functioning through major infrastructure disruptions and a new British preparedness campaign have renewed questions about why governments want stronger defenses against failures of power, water and supply chains.

What The Pentagon Plans

Defense Secretary Pete Hegseth announced FORTRESS America at Marine Corps Base Quantico, Virginia, on September 30. The U.S. Army documented the initiative October 2, describing a drive toward independent power generation, resilient military infrastructure and secure supplies.

Fox News disclosed on October 25 that the Pentagon aims to keep major military bases in the continental United States operating for at least 90 days without outside support, citing planning documents the outlet reviewed. The Army’s initial public account did not mention the 90-day target.

The proposed standard covers electricity, water, fuel and communications.

Pentagon chief spokesperson Sean Parnell told Fox News that dependence on civilian power grids creates unacceptable operational risk. His comments addressed contingency planning, not an announcement that an attack will occur on a particular date.

A New Campaign, But Older Advice

Britain’s Cabinet Office launched its three-year Be Ready campaign October 22, encouraging households to prepare for three days of disruptions to essential services and keep bottled water and shelf-stable food. The government cited severe weather, including storms and wildfires. It also acknowledged that Britain has published household resilience advice since May 2024; the new campaign updates the presentation and outreach.

The European Commission outlined its preparedness strategy in March 2025, calling for guidance on at least 72 hours of household self-sufficiency. It identifies geopolitical conflict, cyber threats and natural hazards among the risks.

Norway extended its household recommendation from three days to one week in May 2024. Germany’s civil protection agency recommends 10 days of food and drink. The measures therefore do not represent simultaneous new orders.

The Dallas Express previously examined Britain’s emergency guidance and the difference between ordinary resilience advice and a warning of imminent war.

What The Warnings Do Not Establish

None of these reviewed public statements identifies a shared countdown to war, a worldwide blackout or an impending earthquake. Their timing also does not establish an attempt to influence the November 3 U.S. elections.

They do document a broader effort to sustain military and civilian operations through disruptions.

For households, water, nonperishable food, necessary medication, flashlights and a communication plan remain practical precautions, not evidence that officials expect a specific catastrophe.
