New Arrest Affidavit Adds To Expanding Case Against Former Celina Teacher And Coach

A newly released arrest affidavit has outlined additional allegations against former Celina ISD teacher and coach William Caleb Elliott, who now faces multiple felony charges connected to an expanding criminal investigation involving students at Moore Middle School.

The latest affidavit, obtained by CBS News Texas, concerns a 13-year-old student who recently participated in a forensic interview with investigators. According to the document, the student described an encounter in a school shower area where Elliott accused him of throwing soap on a wall — an accusation the student denied.

The arrest warrant states: “The defendant ordered the victim to complete thirty (30) burpees. The victim was naked at the time and requested to get dressed. The defendant denied the victim’s request to put clothes on and stated, ‘No, you’re not allowed to get dressed until you do your burpees.’”

The affidavit also says a second middle school student reported a similar experience.

Earlier coverage by The Dallas Express detailed Elliott’s prior arrests and allegations that he secretly recorded boys in the Moore Middle School locker room. Attorneys representing families have alleged that as many as 38 students may have been affected, based on police statements and ongoing civil claims.

The Dallas Express also confirmed that Elliott resigned from Celina ISD in October and surrendered his teaching license ahead of a school board meeting on October 16. His father, Bill Elliott, the district’s athletic director and head football coach, and Moore Middle School principal Allison Ginn remain on paid administrative leave during the district’s internal review.

Multiple Arrests and Expanding Investigation

The new affidavit is part of an ongoing series of charges:

  • October 3 – arrested on a charge of invasive visual recording
  • October 9 – arrested on a charge of possession or promotion of child pornography
  • November 6 – arrested on a charge of sexual performance of a child
  • Late November – charged with a second count of sexual performance of a child tied to the newest allegations

The Collin County District Attorney’s Office and the Texas Attorney General’s Office continue to assist with forensic reviews, digital evidence analysis, and interviews with additional students.

Response from Attorneys and Police

Civil attorney Quentin Brogdon, who represents multiple families, told CBS News Texas that additional information continues to emerge as more interviews are conducted. He said further civil actions against Celina ISD are expected.

Celina Police Chief John Cullison has previously stated that investigators have not found evidence that district personnel knowingly disregarded misconduct allegations. Police emphasized that the investigation remains active and that additional charges are possible.
