A man with two prior DWI convictions was arrested over the weekend in connection to a fatal hit-and-run incident with the alleged victim’s arm inside the driver’s car.
The Dallas Police Department received a 911 call about a pedestrian accident around 12:30 a.m. Saturday in the vicinity of Storey Lane and I-35E. Officers later discovered that the caller, 31-year-old Juan Morgan Munoz, was allegedly driving the vehicle involved in the crash, according to Fox 4 KDFW.
An arrest warrant for Munoz obtained by Fox 4 describes how he reportedly fled the scene in his white BMW. Munoz contacted the police from Maaco Auto Body Shop, his place of employment, located roughly a mile from the incident. The vehicle’s front passenger windshield not only sustained damage during the collision with the pedestrian but blood and “an entire arm” had been found in the front seat, according to Dallas police.
The victim, whose identity has not yet been released, did not survive.
Although Munoz reportedly told officers initially that he had one shot of Patron at a Hooters in Grand Prairie hours before the accident, he later admitted to having ingested cocaine, per Fox 4. Munoz failed all field sobriety tests and reportedly blew a blood alcohol concentration of 0.179, far exceeding the legal limit of 0.08.
Munoz has been booked into the Dallas County jail on several criminal charges, including DWI and collision involving death. Last summer, he was arrested for drunk driving in Fort Worth, pleaded guilty, and was sentenced to probation for two years. The Fort Worth incident was his second DWI conviction, with a previous arrest occurring in New Hampshire in 2018.
Munoz’s fatal hit-and-run on June 15 occurred in District 6, which Council Member Omar Narvaez represents. District 6 is notorious for high levels of criminal activity related to the illicit sex trade, as previously reported by The Dallas Express.
The same council district was part of another gruesome hit-and-run near Cockrell Hill Road last December.
As previously covered by DX, the victim’s severed body parts had also been found inside the suspected drunk driver’s vehicle by White Settlement Police. Nestor Joel Lujan Flores, apparently an illegal alien, had driven nearly 40 miles more with the victim’s body parts inside his car following the crash.
Dallas has become synonymous with dangerous driving, with the City regularly appearing in national rankings. Of the 196 fatal collisions recorded in Dallas in 2023 by the Texas Department of Transportation, 64 involved alcohol.
The Dallas Police Department currently fields just 3,000 officers despite a City report recommending a force of 4,000 to ensure public safety and adequate police response times. Compared to other high-crime jurisdictions, the department has a much smaller budget, with just $654 million allocated by City leaders this fiscal year.
