Texas Gov. Greg Abbott and the Texas Department of Public Safety have released the Texas Homeland Security Strategic Plan 2026-2030, outlining the state’s homeland security priorities and guiding efforts to develop, maintain, and deliver related capabilities.
This updated version supersedes the prior Texas Homeland Security Strategic Plan 2021-2025.
“Protecting Texas from a broad range of threats and vulnerabilities is a critical mission that continues to evolve,” Abbott said in a news release. “The Texas Homeland Security Strategic Plan provides a comprehensive and updated framework to prevent, protect against, respond to and recover from attacks, disasters and other emerging threats.
“I commend the Texas Department of Public Safety for its leadership and dedication to ensuring the safety, security and resilience of our state. Through strong coordination and shared responsibility, we will continue to keep Texas the best state to raise a family, start a business and live a safe and prosperous life.”
DPS Colonel Freeman F. Martin highlighted the urgency of the plan.
“It is no secret that Texas is facing the most diverse and significant homeland security threats of our lifetime, so it is more important today than ever that our state has every tool and resource needed to mitigate and respond to any type of attack or disaster,” Martin said.
“I want to thank members of the newly created DPS Homeland Security Division, along with countless homeland security subject matter experts from partner organizations, who carefully developed this new strategy. Through their work, our state is setting the course for a stronger, more secure and safer future,” Martin added.
The strategy consists of three sections.
Section I covers purpose and principles. It outlines the plan’s purpose and scope, sets the state’s vision for homeland security, and defines the core principles guiding Texas’ actions.
Section II addresses the Texas homeland security environment. It outlines the scope and scale of the state’s challenges, describes the environment, and examines threats and hazards, vulnerabilities, potential consequences, and key trends.
Section III details goals and objectives. It outlines the state’s homeland security priorities for the next five years, comprising six goals, 31 objectives, and 158 priority actions. The six goals outlined in the document are:
- Prevent terrorist and hostile foreign nation attacks and organized criminal activity in Texas.
- Reduce the state’s vulnerability to terrorist, criminal, and hostile foreign nation attacks and natural and technological disasters.
- Minimize the impact of terrorist, criminal, and hostile foreign nation attacks and natural and technological disasters through proactive mitigation planning and programs.
- Increase the capability of the state’s response system to minimize damage and loss of life from terrorist, criminal, and hostile foreign nation attacks and natural and technological disasters.
- Ensure rapid, effective, and comprehensive community recovery following terrorist, criminal, and hostile foreign nation attacks and natural or technological disasters.
- Develop and enhance the enabling capabilities needed to support statewide efforts across all homeland security mission areas.
