Agents from the U.S. Customs and Border Protection (CBP) assigned to the Del Rio sector have recently reported the apprehension of several convicted criminals unlawfully crossing the border, including one who was convicted of criminal activity in Dallas.
On July 12, Brackettville Station agents encountered Jose Francisco Perdomo-Amador, 61, a Honduran citizen who allegedly crossed the Rio Grande River to unlawfully enter the U. S. with another migrant. During processing, agents discovered that Perdomo-Amador had been convicted of sexual assault in Dallas in October 2017, received a two-year prison sentence, and was deported in 2021, according to CBP.
On July 13, Carrizo Springs Station agents apprehended Guatemalan national Henry Orosco-Miranda, 42, after he allegedly crossed the Rio Grande River unlawfully with four other migrants.
During the investigation, CBP Agents discovered that Orosco-Miranda, whom CPB also referred to as Orozco-Bautista, was convicted in July 2011 of lewd and lascivious sexual battery on the elderly/disabled in Orange County, Florida. He was sentenced to four years in prison and deported in 2015. (The Dallas Express requested clarification from CPB on the name discrepancy, but CPB officials have not responded.)
A few days prior to those encounters, CBP reported that two men connected to sex abuse cases in the U.S. were arrested along the Texas-Mexico border.
Mexican national Martin Hernandez-Palma, 49, was arrested on July 9 after allegedly entering the U.S. unlawfully. Agents found that in 2014, he had been convicted of forced lewd and lascivious acts with a child under 14 in California and was sentenced to eight years in prison. He was deported in 2020.
That same day, another Mexican national, Misael Gonzalez-Gonzalez, 50, was apprehended near Uvalde. It was discovered that he had been previously convicted of sexual abuse in the first degree in Portland, Oregon, in 2002, sentenced to 28 months in prison, and deported in 2003. After making his way back into the U.S., he was again deported three months ago.
In early June, a Guatemalan national was arrested by CPB, The Dallas Express reported. Hector Portillo-Soto, 36, was arrested after allegedly crossing unlawfully into Texas from Mexico, according to authorities. He was one of a dozen men walking through brush along the Del Rio Sector of the border when Brackettville Station agents encountered them. The group had been attempting to avoid detection, according to the agents.
The CPB agents determined that the men were unlawful migrants and detained all 12. During his processing, a records check revealed that Portillo-Soto was a convicted rapist. In 2019, he was found guilty of rape in Louisiana and sentenced to three years in prison. After serving his sentence, he was deported from the country in February 2022.
As convicted felons with prior removals, all five of these men have been charged with Re-entry after Deportation, which carries a maximum sentence of up to 20 years in prison.
Thus far, during fiscal year 2022, which began October 1, 2021, Del Rio Sector agents have encountered more than 1,651 unlawful migrants with felony convictions.
In April, CBP said unlawful border crossings are up over 69% from last year, The Dallas Express reported. Those crossing frequently included unaccompanied minors, large groups, or families; however, single adults constitute the majority of unlawful migrants crossing the border. The number of single adults entering the United States has increased by more than 75% over the previous year.
More family units are arriving, up 29.7% over last year, and unaccompanied minors are up 27.5%, according to CPB data.
