The White House Council on Environmental Quality has issued new guidance to efficiently facilitate federal emergency response procedures under the National Environmental Policy Act.

The guidance clarifies how agencies can act swiftly during crises while meeting legal requirements. The move addresses longstanding concerns about bureaucratic delays hampering disaster response.

Federal agencies now have explicit guidance on navigating environmental reviews during emergencies, from wildfires to disease outbreaks.

“With the issuance of this emergency guidance, CEQ is helping federal agencies provide rapid response and delivery of assistance to the American people when they need it the most,” said Council on Environmental Quality Chairman Katherine Scarlett. “Whether responding to unforeseen events or other states of emergency, agencies need to be able to act fast and take necessary actions to control the immediate impacts of the emergency without getting bogged down in bureaucratic hurdles.”

The guidance covers catastrophic wildfires, threats to species’ habitats, economic crises, and presidential emergency declarations. It provides step-by-step instructions for agencies to expedite actions while addressing environmental considerations.

CEQ drew on five decades of experience implementing the National Environmental Policy Act during emergencies. The guidance represents the administration’s latest effort to balance environmental protection with operational efficiency.

Federal agencies can access the full guidance document through CEQ’s website.
