Trump Extends Duty-Free Israeli Agricultural Imports Through 2026

President Donald J. Trump signed a proclamation December 29 extending duty-free access for specified Israeli agricultural products entering the United States through the end of 2026, while also implementing a series of technical corrections to the U.S. tariff schedule affecting multiple trade agreements.

The proclamation continues long-standing provisions of the United States–Israel Free Trade Agreement, which has governed trade between the two countries since 1985. Under the action, certain Israeli agricultural goods will continue to enter the U.S. market without tariffs through December 31, 2026.

Extension Of U.S.–Israel Agricultural Trade Terms

The extension follows decades of temporary renewals of a 2004 agreement governing agricultural trade between the two countries. That agreement originally covered the period from 2004 to 2008 but has been extended annually since then while the two governments negotiated permanent modifications.

According to the proclamation, the United States and Israel reached an agreement on December 1, 2025, to make permanent changes to the 2004 framework. A follow-up agreement on December 4 extended the existing terms to allow time for those permanent modifications to take effect.

To maintain what the proclamation describes as “reciprocal and mutually advantageous concessions,” the administration authorized continued duty-free access for specified quantities of Israeli agricultural products during calendar year 2026. The allowed quantities vary by product and are outlined in Annex I of the proclamation.

Broader Tariff Schedule Corrections Included

In addition to the Israel-related provisions, the proclamation implements multiple technical corrections to the Harmonized Tariff Schedule of the United States (HTSUS). These changes address clerical and cross-reference errors stemming from earlier trade agreements and proclamations involving Singapore, South Korea, the European Union, and African Growth and Opportunity Act provisions.

Several corrections involve rules of origin and tariff classification errors dating back more than a decade, as well as adjustments to ensure consistency following recent trade actions on timber, vehicles, and reciprocal tariffs imposed earlier in 2025.

The White House said the changes are authorized under existing trade laws and executive authorities, including the Trade Act of 1974 and multiple free trade agreement implementation acts.

Effective Dates

The duty-free agricultural provisions for Israel take effect January 1, 2026, and expire December 31, 2026. The technical tariff corrections take effect on various dates specified in Annex II of the proclamation, including retroactive adjustments tied to prior 2025 trade actions.

Any prior proclamations or executive orders inconsistent with the new action are superseded to the extent of the conflict, according to the White House.
