President Donald Trump issued a presidential permit on Aug. 20 authorizing Cameron County, Texas, to build a new pedestrian crossing at the Gateway International Bridge in Brownsville.
The permit allows construction near the existing Brownsville port of entry and marks another step in U.S.-Mexico border infrastructure. The new crossing would be built upstream from the current Gateway International Bridge to help ease pedestrian traffic between the two countries.
Cameron County submitted its application on December 17, 2024, with additional information provided on April 25, 2025. The permit covers bridge construction, maintenance, and operations for both northbound and southbound pedestrian traffic.
Trump’s authorization comes with extensive conditions. The county must comply with all federal laws and obtain necessary permits before breaking ground.
Environmental protections feature prominently in the 15-article permit. Cameron County must “take or cause to be taken all appropriate measures to mitigate adverse impacts on or disruption of the human environment.”
The county also faces financial obligations. At no cost to the United States, it must provide inspection facilities, infrastructure upgrades, equipment, and maintenance for federal agencies.
Before construction begins, Cameron County needs approval from multiple federal entities. These include the Commissioner of U.S. Customs and Border Protection and the Administrator of General Services.
The International Boundary and Water Commission must give its concurrence before construction starts. The State Department must also complete diplomatic note exchanges with Mexico.
Trump retained significant control over the project. The permit states that the President “may terminate, revoke, or amend this permit at any time at his sole discretion.”
Cameron County cannot transfer the facilities without presidential approval. Any substantial changes to location or operations also require White House sign-off.
The permit includes a sunset clause. Construction must begin within five years, or the authorization expires on August 20, 2030.
If the pedestrian bridge permanently closes as an international crossing, the permit automatically terminates. Cameron County would then manage the facilities under other applicable authorities.
