The U.S. Treasury and State departments designated multiple branches of the Muslim Brotherhood as terrorist organizations on Tuesday, targeting the Egyptian, Jordanian, and Lebanese chapters for their material support to Hamas.

The action marks the first major enforcement of the President’s executive order from November 2025 aimed at curtailing the Muslim Brotherhood’s influence worldwide. Officials say the groups promoted and funded terrorism while maintaining a peaceful public facade.

“The Muslim Brotherhood has inspired, nurtured, and funded terrorist groups like Hamas, that are direct threats to the safety and security of the American people and our allies,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence John K. Hurley.

The Treasury’s Office of Foreign Assets Control designated the Egyptian and Jordanian branches as Specially Designated Global Terrorists. The State Department simultaneously designated Lebanon’s al-Jamaa al-Islamiyah as both a Foreign Terrorist Organization and Specially Designated Global Terrorist.

The State Department also sanctioned Muhammad Fawzi Taqqosh, the secretary general of the Lebanese Muslim Brotherhood.

According to Treasury officials, the Egyptian Muslim Brotherhood coordinated with Hamas on potential terrorist activities against Israeli interests in 2025. EMB leaders worked with Hamas military commanders to destabilize Egypt’s government, accepting Hamas funding for these operations.

The Egyptian branch facilitated the recruitment of fighters for Gaza throughout 2024. Potential militants needed Muslim Brotherhood connections to enter Egypt before crossing into Gaza, with the group keeping Hamas informed of their movements.

In 2023, a Muslim Brotherhood member in Saudi Arabia raised funds for Hamas militants before returning to Egypt.

Jordan’s Muslim Brotherhood, officially dissolved by court order in 2020, maintained terrorist connections through 2025. Members manufactured rockets, explosives, and drones while conducting recruitment operations with support from entities abroad.

The designations freeze all U.S. property belonging to these organizations and prohibit Americans from conducting business with them. Foreign financial institutions risk secondary sanctions for facilitating significant transactions with the designated groups.

Hurley emphasized the administration would continue pursuing Muslim Brotherhood chapters worldwide: “This Administration will use all tools at our disposal to hold them accountable for the violence they have encouraged across the Middle East and the world in pursuit of their extreme version of Islam.”

Treasury officials noted that sanctions aim to change behavior rather than punish. Organizations can petition for removal from the sanctions list through OFAC’s established process.

The action fulfills Executive Order 14362 from November 24, 2025, titled “Designation of Certain Muslim Brotherhood Chapters as Foreign Terrorist Organizations and Specially Designated Global Terrorists.”
