Andy Burnham officially became the United Kingdom’s new prime minister on Monday, taking office after Keir Starmer stepped down as Labour Party leader following mounting political setbacks.

Burnham, 56, was formally invited by King Charles III to form a government during a ceremony at Buckingham Palace, becoming the 116th British prime minister and the seventh person to hold the office in just over a decade.

The leadership transition did not require a general election because Britain’s parliamentary system allows the governing party to replace its leader — and therefore the prime minister — during an existing parliamentary term.

Burnham Promises ‘Circuit Breaker’ for Britain

Speaking outside 10 Downing Street after being sworn in, Burnham pledged sweeping political and economic reforms, describing his administration as a “circuit breaker for Britain.”

“We will make this moment a circuit breaker for Britain, bringing forward the biggest changes in the last 40 years,” Burnham said, per Fox News. “A new political model and a new economic model.”

Burnham acknowledged growing public frustration with politics after years of leadership changes.

“I know people at home are fed up with politics,” he said, per Fox. “I hear you, and I want to be honest with you — we have not been good enough, and we need to be better. We will be.”

Unlike recent prime ministers, Burnham delivered his inaugural address without using the traditional lectern outside No. 10, opting instead for a more informal presentation.

Focus on Cost Of Living and Devolution

Burnham said his government would prioritize reducing living costs, tackling homelessness, and shifting more decision-making authority away from Westminster and into local communities.

He said his first instruction as prime minister would be to end “rough sleeping” across the country.

Later this year, Burnham plans to unveil a 10-year strategy for Britain focused on decentralizing political power and rebuilding the economy.

His agenda includes expanding local control over transportation, housing, and infrastructure while increasing public oversight of essential services — an approach he has previously described as “Manchesterism,” reflecting policies he championed during his tenure as mayor of Greater Manchester.

Starmer Steps Aside

Earlier Monday, outgoing Prime Minister Keir Starmer delivered a farewell address outside Downing Street before traveling to Buckingham Palace to formally resign.

“My work is done,” Starmer said, per Fox.

He thanked supporters and wished Burnham success.

“As I now pass the baton to Andy Burnham, I wish him every success,” Starmer said. “He has my full support.”

Starmer’s departure comes just two years after Labour won a landslide general election victory. His leadership was weakened by a series of election defeats, policy reversals, and political controversies.

A Familiar Face Returns to National Politics

Burnham’s rise to Britain’s highest office caps a lengthy political comeback.

After losing Labour’s leadership contest in 2015, he left frontline national politics and spent nine years serving as mayor of Greater Manchester, where he became one of the country’s most recognizable regional leaders and earned the nickname “King of the North.”

Before becoming mayor, Burnham served in several senior government positions and held multiple Cabinet roles under previous Labour governments.

More recently, he returned to Parliament after winning a special election and was elected Labour leader unopposed following Starmer’s resignation.

Challenges Await New Government

Burnham inherits a government facing significant domestic and international challenges.

Among his immediate priorities are addressing Britain’s ongoing cost-of-living pressures, improving the National Health Service, boosting economic growth, and managing continued debates over immigration and Britain’s relationship with Europe.

His government also faces increasing political pressure from Reform UK, led by Nigel Farage, which has gained support in recent opinion polls.

On foreign policy, Burnham has pledged to maintain Britain’s commitments to NATO, support Ukraine, and preserve the country’s nuclear deterrent while managing relations with President Donald Trump’s administration.

The next general election is not required until 2029, although Burnham has the authority to call one earlier if he chooses.
