Deceased Suspect Identified in Canadian Shooting

The late gunman who killed two people and injured two others during an early morning shooting spree on Monday in the Canadian province of British Columbia has been identified, according to police.

The Royal Canadian Mounted Police (RCMP) and the Integrated Homicide Investigation Team (IHIT) said Jordan Daniel Goggin, 28, has been identified as the suspect. Goggin, from Surrey, was known to police but had no criminal history.

According to emergency alerts issued shortly after 6 a.m., there were multiple shooting scenes in downtown Langley, a city about 25 miles east of Vancouver. One notice described the gunman as a white man with dark hair wearing Carhartt coveralls and a blue-and-green camouflage T-shirt.

Police encountered the suspect at the scene of the fourth shooting incident, where they shot and killed him. Monday’s shooting incident is being investigated by the Independent Investigations Office (IIO).

Goggin may have been targeting homeless people in the area, according to initial reports. One emergency alert issued on Monday stated that one of the shootings in Langley involved “transient victims.”

Still, Sergeant David Lee, an IHIT spokesman, said authorities did not know if the victims were homeless, NYT reports. The victims will not be identified until the next of kin has been notified.

The incidents began around midnight and lasted until early morning, according to Lee. The two surviving victims were both taken to Langley Memorial Hospital. The female victim was listed in critical condition, and a man was treated for a severe leg injury.

Officers were seen erecting a forensics tent near a white vehicle with its license plate obscured by cardboard after homicide investigators were called to the scene. An unmarked black SUV riddled with bullet holes was also spotted near the shooting scene.

In addition, the gunman appeared to have fired into closed and unoccupied buildings at the time, law enforcement said.

Police have not yet determined a motive for the shooting and are seeking help from the public.

“IHIT is looking to speak with anyone who may have contact with Jordan Daniel Goggin or know of his activities,” Lee said.

“These people were targeted,” Sergeant Lee added, “but the nature of how they are related to the shooter, we’re still trying to determine that.”
