A Garland massage spa has shut down following allegations of human trafficking.

LSP Relax Spa LLC, doing business as Sen Spa, was located in a strip mall at 1238 Belt Line Rd., Suite 350, in Garland. Earlier this month, the Texas Department of Licensing and Regulation (TDLR) issued a six-month emergency closure for the massage parlor.

In April, a TDLR inspector visited the spa and found employees wearing sexually provocative clothing, and there was “an abundance of condoms.” Additionally, two of the three employees providing massages were not licensed in Texas, and one was reportedly hiding from the inspector.

During a follow-up inspection in August, the inspector found an additional unlicensed massage therapist along with a small grocery bag full of condoms.

Investigators found the establishment listed on multiple illicit websites describing the specific sexual services provided at the location.

After TDLR issued the six-month emergency closure, the spa’s owner, Nhon Tinh To, eventually agreed to close the establishment and permanently quit the massage industry in Texas.

“Without admitting or denying TDLR’s allegations about human trafficking, To signed a settlement … agreeing to a permanent license revocation for the massage establishment licensed at the location, as well as a lifelong ban on owning or managing any massage establishments in Texas,” TDLR wrote in a statement.

The spa joins a long list of massage parlors in Texas that recently shut down due to suspected human trafficking or prostitution.

In July, two Plano massage parlor employees were arrested after allegations of prostitution.

In late August, nine massage spas in the Houston area were shut down after inspectors discovered “several indicators” of human trafficking, as previously reported by The Dallas Express.

In September of 2023, the Texas Legislature passed HB 3579, giving TDLR the authority to halt the operation of any massage parlor if law enforcement or TDLR staff believes human trafficking is taking place there.

The shutdown of Sen Spa marks the sixth time the emergency order was issued since the law went into effect.
