From Hostage Scare To Safe Delivery: McKinney Police Celebrate Everyday Heroism

McKinney Police Chief Joe Ellenburg honored police officers and a dispatcher for heroism in two separate emergencies. 

When the McKinney City Council opened its meeting on February 3, Ellenburg awarded the Chief’s Challenge Coin to six officers for helping rescue a woman from domestic violence, and to one dispatcher for helping a father deliver a child over the phone.

“One of my most favorite things about this job is getting to brag on the stories I get to witness firsthand inside this police department,” Ellenburg said in the meeting.

Specifically, Ellenburg recognized Sgt. Kyle Wilkerson, Officers Brockett Mueller, Scott Collard, Elizabeth James, Jeffrey Prigmore, and Theodore Stueve. He also recognized Communications Specialist Anna-Nicole Williams.

“These are not isolated acts of bravery, but reflections of the professionalism, training, and dedication our personnel bring to their roles every day,” said McKinney Police Public Information Officer Darryl Saffold to The Dallas Express.


Chasing Down Domestic Violence

Two witnesses flagged down officers in the parking lot of the public safety building on December 16, 2025, Ellenburg said in the meeting. 

“These individuals had just reported leaving a residence where they observed a female having facial injuries,” he said. “When they asked her about it, the boyfriend became irate and forced them to leave the residence.”

Officers were concerned the violence could continue, so they responded to the scene “immediately,” according to Ellenburg. 

“Upon arrival, officers observed through a window a female lying on the floor, and a suspect standing over her, holding a pistol above his head,” he said. “Believing a hostage situation was unfolding, officers quickly secured the area.”

They called for backup and began planning to force their way inside, Ellenburg said. But they heard the victim screaming, and decided to go in for a “rapid rescue.” 

“The victim, visibly terrified, was located in the living room and escorted outside to safety,” he said. “The suspect exited an interior bedroom, unarmed this time, and was taken into custody without further incident.”

The victim had multiple injuries to her face and body, and responders brought her to Medical City McKinney for treatment, according to Ellenburg. Meanwhile, officers brought the suspect to the Collin County Sheriff’s Office, where he was booked for aggravated assault with a deadly weapon and aggravated kidnapping. 

“The outcome reflects the heart of our mission – protecting life through courage, compassion, and decisive action. These officers demonstrated extraordinary teamwork and selflessness, placing the well-being of another above their own. Their actions remind us that this service is not just a duty, but it’s a calling that they live out every day.”


A Childbirth Turns Dire

Williams had arrived for her 911 shift around 5 a.m. on December 13, 2025, when she answered a call from a husband whose wife was going into labor, according to Ellenburg. The call lasted roughly 10 minutes. 

“What presented as a routine pregnancy-related call – none of which I would find routine – quickly escalated into a critical and high-stress medical emergency,” he said. “She remained calm, focused, and professional while guiding the father through several extremely stressful and unexpected situations, including the newborn choking and the umbilical cord tearing.”

Once the baby’s mother had given birth, Williams began instructing the father on how to wipe the baby’s nose and mouth, and suggested using a towel to keep the baby warm.

“This is when the baby’s cries were first heard in the background,” Ellenburg said. 

Eventually, the McKinney Fire Department arrived at the scene and began caring for the baby. Ellenburg said she used “exceptional customer service, professionalism, and compassion” the whole time.

“The family will forever have a remarkable and positive Christmas story to share,” he said. “Her actions exemplify the highest standards of our profession and reflect credit upon herself and our department.”


High Standards, Higher Stakes

Saffold told The Dallas Express these emergencies were “real-time, high-risk situations requiring immediate action.” But he said the officers’ and dispatcher’s training prepared them.

“McKinney Police officers and dispatchers are trained and expected to respond to emergencies with professionalism, composure, and sound judgment under pressure,” he said.

McKinney police trains its officers “extensively” for high-stress and critical situations, according to Saffold. Specifically, they use scenario-based training, reality-based simulations, and continual in-service instruction. 

“This includes training in de-escalation, crisis intervention, medical response, and decision-making under pressure,” he said. “The goal is to ensure officers are mentally and tactically prepared to adapt to rapidly evolving field situations.”

Meanwhile, officials consider dispatchers vital first responders, Saffold said. He said they are trained to gather information quickly, provide life-saving instructions over the phone, and maintain steady control of the call while coordinating the response. 

“In emergencies where officers or medics have not yet arrived, dispatchers are often responsible for guiding callers through immediate actions that can stabilize a situation or save a life,” Saffold said. 

Officers and dispatchers must use a baseline level of service and care for every call, according to Saffold, noting that some calls require “going above and beyond,” using strong situational awareness, compassion, and initiative.

“The employees involved did not simply follow procedure; they took decisive action that directly contributed to saving lives and ensuring safety,” Saffold said. “What makes these recognitions especially meaningful is that they highlight the everyday heroism that often goes unseen.”
