Texas Attorney General Ken Paxton released Paxton’s December Law Enforcement Round-up on January 9, featuring 24 arrests made in the last month of 2021.

Ken Paxton is the 51st Attorney General of Texas. He was elected on November 4, 2014, and sworn into office on January 5, 2015. He was re-elected to a second term in 2018.

According to the Texas Attorney General’s website, Attorney General Paxton oversees more than 4,000 employees spread across 38 divisions and 117 offices. This includes nearly 750 attorneys who, on an annual basis, handle more than 30,000 cases, including enforcing child support orders, protecting Texans from consumer fraud, enforcing open government laws, providing legal advice to state officials, and representing the state of Texas in court.

Child Exploitation Unit

  • On December 8, David Caesar Berlanga was arrested in Bexar County on nine counts of Possession of Child Pornography. This case was received as a Cyber Tipline report from the National Center for Missing and Exploited Children.

Unit of Fugitive Apprehension

  • Jaime Tamez, Jr. was arrested on December 9 in Bastrop County on outstanding warrants for two counts of Assault on a Family Household Member with a Prior Conviction, a third-degree felony, as well as third-degree felony Violation of a Protective Order and Evading Arrest Detention with Vehicle with a Prior Conviction.

The Lone Star Fugitive Task Force of the United States Marshals assisted in the arrest.

Tamez, Jr. is allegedly a member of the Tango Blast Gang.

  • Ruben Armando Rodriguez was arrested in Bexar County on December 9 for absconding from his parole conditions and for outstanding warrants for Felon in Possession of Firearm and Surety to Surrender.

Rodriguez is a sex offender on the books.

He was also sentenced to 30 years in prison for Burglary of Habitation with Intent to Commit Theft. He also had warrants out for Felon in Possession of a Firearm and Surety to Surrender, as well as a warrant out for Possession with Intent to Deliver Controlled Substances. Group 1 Penalty Rodriguez is allegedly a member of the Texas Syndicate Gang.

  • Joaquin Arzula Hernandez, a Bexar County resident, was arrested on December 7 in San Antonio for violating his parole conditions by committing technical and sex offender violations. Hernandez had previously been sentenced to 20 years in prison for Indecency with a Child by Contact, second degree felony, and Burglary of Habitation, second degree felony, among other minor convictions.   
  • Dominic Demarciano Propst was arrested on outstanding warrants in Bexar County on December 7 in San Antonio for Probation Violation via Fraud Credit Card Abuse, three counts of Aggravated Assault with a Deadly Weapon, and Burglary of a Building.     
  • Adrian Angel Rosas was indicted by a Bexar County Grand Jury on 14 counts of Possession of Child Pornography on December 6.   

As a National Center for Missing and Exploited Children Cyber Tipline report, this case was referred to the Attorney General’s Office.     

  • Natasha Nicole Finley was arrested in Bexar County on December 15 for an outstanding out-of-state warrant for Threat/Terroristic State Offenses, Terroristic Threat.  

Finley was apprehended with the help of the US Marshals Lone Star Fugitive Task Force.     

  • Marquies Dewayne Gibbs was arrested on December 14 in Brazos County for violating his parole conditions by committing monitor violations. Gibbs was previously convicted in Brazos County of third degree felony Indecency with a Child Exposure and sentenced to 9 years.     
  • Brian Christopher Sligar was arrested in Dallas County on December 14 on an outstanding warrant for Indecency with a Child Sexual Contact.   
  • Michael Ray Waters was arrested in Denton County on December 14 on an outstanding warrant for Indecency with a Child Sexual Contact.     
  • Frankie Lee Fulton, Jr. was arrested on December 15 in Falls County for violating his parole conditions by failing to complete classes and being charged twice for Public Intoxication. Fulton is a Registered Sex Offender who was previously convicted of Sexual Assault and sentenced to five years in prison in Falls County. He was also sentenced to 20 years in jail for Manufacture Delivery of Controlled Substances Penalty Group 1, in a Drug-Free Zone, a third degree felony.     
  • On December 2, David Dandra Mason was arrested in Galveston County on four outstanding warrants for Aggravated Assault on a Public Servant and one warrant for Aggravated Robbery. This arrest was made with the help of the Gulf Coast Violent Offender Task Force, Galveston County Organized Crime Task Force, and Houston Police Department. Mason is a member of the Crips gang.     
  • Robert James Hall was arrested in Galveston County on December 13 on an outstanding warrant for Felony Terroristic Threats. This arrest was made with the help of the Gulf Coast Violent Offender Task Force.     
  • Robert John Baker was arrested in Galveston County on December 8 on an outstanding warrant for Sexual Assault.   

This arrest was made with the help of the Gulf Coast Violent Offender Task Force.     

  • Fernando Octaviani was arrested in Galveston County on December 3 on an outstanding warrant for Possession of Child Pornography.   

This arrest was made with the help of the Gulf Coast Violent Offender Task Force.     

  • Carlos Harris was arrested in Harris County on December 15 on an outstanding federal warrant for Failure to Register as a Sexual Offender.   

Harris is a sex offender who was previously sentenced to two years of probation for two counts of forcible rape. The arrest was made with the help of the US Marshals Service, the Gulf Coast Violent Offender and Fugitive Task Force, and the US Marshals Service.     

  • Donovan Tra Snow was arrested in McCulloch County on December 15 on outstanding warrants for one count of Murder and one court of Aggravated Robbery. The Lone Star Fugitive Task Force of the United States Marshals assisted in the arrest.     
  • Roberto Salazar was arrested in Tarrant County on December 14 on an outstanding warrant for Indecency with a Child Sexual Contact.   
  • Benedicto Cisneros Martinez was arrested on outstanding warrants in Tarrant County on December 15 for Sex Abuse with a Child, Continuous Under 14, two counts of Aggravated Sexual Assault of a Child, Sexual Assault of a Child, and Indecency with a Child Sexual Contact.     
  • Noah Delacruz was arrested in Tarrant County on December 15 on outstanding warrants for Homicide/Murder and Aggravated Assault with a Deadly Weapon. The Tarrant County District Attorney’s Office referred this case.   
  • John Doyle Cummings was arrested on outstanding warrants for Human Trafficking/Trafficking of Persons, a first degree felony, in Travis County on December 9. Cummings was wanted on an out-of-state warrant for Probation Violation via Burglary and a Bail Secured Bond/Bond Forfeiture via Violation of a Court Order/Violation of Protective Order (non-extraditable). The Human Trafficking Unit of the Texas Attorney General’s Office referred to this case.     
  • Joel Delgadillo Roman was arrested on a warrant for Sex Assault/Aggravated Sexual Assault of a Child 1st Degree Felony in Travis County on December 3.   

Roman was apprehended with the help of the United States Marshals Lone Star Fugitive Task Force.     

  • Jean Carlos David Sanchez-Salinas was arrested in Travis County on December 8 on an outstanding warrant for aggravated robbery, a first-degree felony.   

This arrest was made with the help of the US Marshals Lone Star Fugitive Task Force.     

  • Willy Monroy-Godinez was arrested in Travis County on December 14 on outstanding out-of-state warrants for two counts of Statutory Child Rape, two counts of Child Rape with Force, and two counts of Indecent Assault and Battery of a Child Under 14.
