President Donald Trump signed H.R. 1316 into law on Aug. 19, 2025, requiring annual reports on dual-use export license applications and marking a new chapter in trade transparency.
The White House announced on Tuesday that H.R. 1316, the “Maintaining American Superiority by Improving Export Control Transparency Act,” is now Public Law 119-34.
The law strengthens congressional oversight of sensitive technology exports with both civilian and military applications. It requires the Commerce secretary to deliver yearly reports to Congress detailing dual-use export license requests.
The legislation amends the Export Control Reform Act of 2018 (ECRA), expanding reporting requirements for the Commerce Department. Dual-use items include advanced semiconductors, encryption software, and precision machinery that serve legitimate commercial purposes but could also enhance foreign military capabilities.
Congress passed the bill amid growing concerns about technology transfers to strategic competitors. The reporting requirement is effective immediately, with the first report due in 2026.
