Keven Ellis’ record on the Texas State Board of Education has drawn sharp criticism from conservatives, who argue his votes show he is a Republican in Name Only (RINO).
From approving controversial curriculum to undercutting school choice, Ellis has repeatedly sided with Democrats and education lobbyists over Texas families.
Backing Controversial Curriculum
On June 27, Ellis joined Democrats to renew the American Indian/Native Studies course, according to the Texas State Board of Education (SBOE) vote records. As previously reported by The Dallas Express, the course includes grievance-driven history and even references to George Washington as a “terrorist.”
Ellis did more than cast a single vote. Sources told DX that he persuaded fellow Republicans Pam Little, Will Hickman, and Evelyn Brooks to join him, giving Democrats the 9–5 majority needed to approve the course.
Bypassing Transparency
The course was advanced under the Innovative Course designation, bypassing the standard TEKS review process and the state’s new Suitability Rubric. It was not posted online, not provided to SBOE members in full, and could only be reviewed in Austin.
Legal Concerns
An internal memo reviewed by The Dallas Express noted that the course fails to provide instruction on U.S. founding principles, free enterprise, or civic duty — requirements outlined in Texas Education Code §28.002. It may also conflict with state laws, including SB 3 (2021), HB 3979 (2021), and SB 12 (2025).
School Choice Dispute
In 2023, Ellis supported overturning the SBOE’s long-standing opposition to taxpayer-funded vouchers. While he characterized the move as procedural, critics argued it undercut conservative school choice efforts and gave liberal districts cover to resist reforms backed by Republican leaders.
Sex Education Concerns
In 2020, Ellis supported including the phrase “bullying for sexual reasons” in Texas sex education standards. Parent groups objected, warning that the phrasing opened the door to sexual orientation and gender identity instruction in public schools.
The Pattern
Conservatives argue Ellis’ record demonstrates a consistent willingness to side with Democrats, embrace DEI-style education, and weaken Republican priorities.
While Ellis continues to identify as a Republican, critics say his record on the State Board of Education has earned him the label of being a RINO.
