The U.S. Department of Transportation will withhold about $40.6 million in MCSAP funds from California after the state declined to enforce federal English Language Proficiency (ELP) standards for commercial drivers, according to reports from Audacy.
Transportation Secretary Sean P. Duffy said California is alone in refusing roadside ELP assessments that could place noncompliant drivers out of service.
DOT said funding could resume if California adopts and enforces ELP rules. The action follows Trump’s directives and heightens tensions with Gov. Gavin Newsom.
