Off-Duty Lewisville Police Officer Caught In Public Sexual Act With 16-Year-Old

Update to original story: 12/17/25, 9:33 am – After an internal investigation into Officer Zacur Vargas’ conduct found evidence of “noncompliance with the law, immoral conduct, and disregard of public trust,” Lewisville Police Chief Brook Rollins initiated termination proceedings. However, Vargas preemptively submitted his resignation, LPD announced on Monday.

“When a police officer violates the law, they violate the public trust, and that will not be tolerated in this department,” Rollins said. “This incident does not reflect the values or actions of the men and women of this department who work every day to earn and uphold that trust. That is why we took immediate and decisive action.”

A Lewisville police officer was arrested on Friday morning in Heath, Texas, and charged with sexual assault of a child after authorities found him engaged in sexual activity with a 16-year-old.

The arrest of 32-year-old Officer Zacur Vargas marks another case of law enforcement misconduct involving minors, raising questions about police vetting procedures.

Heath police responded to a 911 call about suspicious activity around 6 a.m. on December 12. Officers discovered Vargas and the teenager engaged in sexual activity in a public place.

Vargas was off duty, out of uniform, and not performing police duties at the time, according to Lewisville Police Chief Brook Rollins.

“These allegations are extremely serious and deeply concerning,” Rollins said in a statement, Fox 4 KDFW reported. “As the facts are established, we will respond decisively in a manner that reflects our responsibility to the community.”

The officer was booked into Rockwall County Jail on sexual assault charges. He joined the Lewisville Police Department in May 2025 and served in the Patrol Division.

Lewisville police immediately placed Vargas on administrative leave and opened an internal affairs investigation. The criminal case remains under the jurisdiction of Heath public safety officials and Rockwall County authorities.

The department has not indicated whether Vargas had any prior disciplinary issues during his seven months on the force.
