The Texas Department of Public Safety is seeking numerous “Most Wanted” suspects, several of whom have ties to the Dallas-Fort Worth area.

Texas DPS maintains lists of the 10 “Most Wanted” fugitives, sex offenders, and criminal illegal aliens. These suspects are considered “armed and dangerous,” and five have connections to DFW.

“If they see somebody they think is wanted, they need to call the local police department and just let them know,” said Douglas Sisk, public information officer for the Dallas County Sheriff’s Department, to The Dallas Express. “They don’t need to confront them at all.”

If someone knows the location of a suspect, they should contact the county, which can then send “deputies or fugitive units” to find them, according to Sisk.

Angel Brahayan Guerrero-Gallegos is an illegal alien from Mexico, wanted on charges that include indecency with a child, according to Texas DPS. He has ties to Tarrant County and Fort Worth in particular.

The Burleson Police Department arrested Guerrero-Gallegos in 2022 for assault causing bodily injury to a family member, and he was given a year of probation in 2023. Then, the Johnson County Sheriff’s Office, just south of Tarrant County, issued an arrest warrant for a probation violation.

Most recently, the Fort Worth Police Department issued an arrest warrant in September 2024 for two counts of “indecency with a child by exposure.” Officials are offering a $4,000 reward for his arrest. 

Romer Endy Martinez Duran is a criminal illegal alien from Venezuela, wanted for aggravated assault with a deadly weapon. He has ties to Dallas County, particularly to Grand Prairie.

The Grand Prairie Police Department arrested him in March 2024 for assault with a deadly weapon, and the next month, ICE ordered him a “final order of removal.” Dallas County issued an arrest warrant in July 2024 for aggravated assault with a deadly weapon. Officials are offering a $3,000 reward for his arrest.

Jassim Al-Samawi is a criminal illegal alien from Iraq with a long criminal past, wanted for a probation violation. He has ties to Tarrant County and Fort Worth in particular.

Al-Samawi has “numerous arrests” across DFW as far back as 2001, including a “terroristic threat,” arson, unlawful carrying a weapon, aggravated assault with a deadly weapon, and burglary with intent to commit a felony.

Al-Samawi was convicted of arson in Tarrant County in 2020 and was given 10 years of probation. Then, in 2022, Tarrant County issued an arrest warrant for a probation violation.

He also goes by names including Samawi Jassim Al, Samwawi Jassim Al, Fadil Alsaddi, Jassim A. Alsaddi, and Jassim Abdul Hussain Alsamawi. Officials are offering a reward of up to $5,000 for his arrest.

Cecil Smith is a convicted sex offender, wanted for charges including failure to register and child abuse by injury. He has ties to Dallas, Amarillo, and Oklahoma.

Smith was convicted in 2002 for “violation of a protective order/assault/stalking,” and got four years’ probation. Then, in 2003, he was convicted on two counts of aggravated sexual assault of a child and sexual assault of a child after “incidents involving a 13-year-old girl.” In 2011, he was convicted of murder and aggravated assault with a deadly weapon. Smith was released from prison in 2017.

The Oklahoma County Sheriff, in Oklahoma City, issued an arrest warrant for Smith for “child abuse by injury” in 2021. In December that year, the Dallas County Sheriff’s Department issued an arrest warrant for failure to register as a sex offender. 

He is also known as Xavier Smith and Reginald Wright. Officials are offering a reward of up to $3,000 for his arrest.

Gregory Jon Pecina Jr. is another convicted sex offender, wanted for charges including assault, robbery, kidnapping, and failing to register as a sex offender. Pecina has ties to Grand Prairie and Granbury.

He was convicted in 2014 for “aggravated sexual assault of a child,” after an “incident involving a 13-year-old girl.” He was released from prison on parole in 2019. 

The Dallas County Sheriff’s Department issued arrest warrants for Pecina in 2020 for aggravated assault causing serious bodily injury, aggravated robbery, and kidnapping. The Texas Board of Pardons and Paroles issued an arrest warrant that year for parole violation. Then, the Grand Prairie Police Department issued an arrest warrant in 2021 for failure to register as a sex offender. Officials are offering a reward of up to $3,000 for his arrest.

North Texas Crime Stoppers also publicizes unsolved cases in the Dallas area. 

The Dallas Police Department is asking residents to help identify a driver who struck and killed a local paramedic, then fled in September 2024, according to North Texas Crime Stoppers. The suspect was driving a silver 2005 Acura MDX with Texas license plate number KJN5671 and caused an accident at the intersection of Ross Avenue and North Carroll Avenue. Paramedic Daniela Fonseca died as a result. The suspect fled, and police are seeking more information.

Dallas police are also seeking the public’s help in solving the murder of 34-year-old Avery Norwood. He was found beaten and unconscious on Mockingbird Lane in April 2024 and died that August. 

The Farmer’s Branch Police Department is asking for help finding Jhonny Jesus Martinez Serrano, who allegedly kidnapped two children and 33-year-old Nilzult Petit in August 2024. Petit was “subsequently murdered.” Serrano is believed to have ties to the brutal Venezuelan cartel Tren de Aragua.
