A former Frisco police officer was arrested earlier this month for felony theft by a public servant.
On August 7, Sergeant Colby Hill, a 12-year veteran of the Frisco Police Department, abruptly resigned from the force. At that time, it was discovered that Hill allegedly had been stealing funds from the Frisco Police Officers Association (FPOA), a non-profit organization for which Hill served as treasurer.
Chief of Police David Shilson immediately began an internal administrative investigation into the allegations and requested that the Texas Rangers conduct a criminal investigation.
Following the criminal investigation’s conclusion, a warrant was issued for Hill’s arrest, and he turned himself in at the Collin County Sheriff’s Office detention facility on October 3.
The Frisco Police Department did not specify how much money was allegedly stolen from FPOA or over how long a period the thefts occurred.
The FPOA is an organization independent of the city of Frisco, created for the “purpose of benevolence, fellowship, charitable activities, and political engagement, and is funded by member dues, donation, and fundraising activities,” according to a press release by the City of Frisco.
The organization comprises police officers, dispatchers, and civilian employees of the Frisco Police Department. FPOA’s website says the association was organized to perpetuate the memory and spirit of police officers who have given their lives in the pursuit of duty.
“To wear a badge as a police officer is a position of public trust. This former officer not only betrayed the trust of the community, but he also betrayed the trust of our FPD family,” said Shilson. “He stole money from his colleagues intended for benevolence and used it for his own personal gain.
“Hill should be held to account for his criminal actions, just as our community would expect for anyone who engages in such conduct,” Shilson added.
Shilson thanked the Texas Rangers for “leading a swift and thorough investigation.”
