A dozen more men were arrested for allegedly soliciting sex from prostitutes in Dallas in May, according to an investigation by The Dallas Express.
Responding to an information request filed by DX, the Dallas Police Department has revealed new details about a series of arrests made on May 1 during a sex sting at a hotel in Northwest Dallas.
Dallas police have been cracking down on the illicit sex trade since 2023, with Council Member Omar Narvaez’s District 6 being a known hotspot. As DX previously covered, the target of this operation has recently shifted towards sex buyers.
A total of 12 men were arrested by DPD on May 1 for allegedly attempting to purchase sexual favors from an undercover officer.
Here is a rundown of the alleged crimes resulting in the suspects’ arrest. The majority of the alleged offenders are reportedly unmarried, although three suspects refused to disclose their marital status to police.
James Christopher Rhinehart of Lewisville, 36, responded to a decoy commercial sex advertisement and agreed to pay $140 for vaginal and anal intercourse.
Roy Alejandro Hernandez of Venezuela, 23, agreed to pay $120 for “multiple shots on the goal.” His Texas driver’s license shows an Addison address.
Lee Aaron Rains of Dallas, 40, solicited oral sex from an undercover officer in exchange for $200. A handgun and several grams of methamphetamine were found in his vehicle once it was searched following his arrest. He was charged with a DWI in 2020.
Kenneth Dwain Cambron of Plano, 53, was arrested for soliciting oral sex for $100.
Brandon Keith Sessions of Duncanville, 25, agreed to pay $100 for “multiple shots on goal.”
Dustin Kyle Dawes of Royce City, 37, solicited oral sex from the undercover officer for $100.
Samantha Payagala Kankanamge of Garland, 42, a Sri Lankan-born man, agreed to pay $40 for oral sex.
Hasani Alfredo Romeo Alvarez of Garland, 26, agreed to pay $120 for oral sex.
Ubaldo Guereca of Grand Prairie, 52, agreed to pay $100 for sex.
Christopher David Moss of Mansfield, 33, agreed to pay $200 for oral sex.
Jory Lerayme Pai of Dallas, 50, agreed to pay $100 for oral sex.
Selvin David De Jesus Garcia of Honduras, 32, a resident of Lewisville, solicited oral and anal sex from an undercover officer for $100.
As of July 24, there have been 242 prostitution-related offenses citywide, with 121 involving the purchase of sexual services, according to the City’s crime analytics dashboard. There were also 53 sex trafficking incidents, a 47.2% increase from last year.
Nearly all of these offenses were logged in Council Member Omar Narvaez’s District 6, which is ground zero for the illicit sex trade.
By targeting sex solicitors, DPD is effectively looking to cut off the demand that drives sex trafficking in the first place. However, a police shortage hinders the department’s ability to handle sex trafficking cases effectively, a report from the Health and Human Services Commission’s Human Trafficking Resource Center found late last year.
Even though a City report recommended a force of 4,000 to ensure public safety in Dallas, DPD fields some 3,000 officers. Closing this gap seems unlikely given that the Dallas City Council approved a budget of just $654 million for DPD, which is far less taxpayer money directed to police than other high-crime jurisdictions.
