Two Dallas-area men have been indicted in what federal authorities describe as a sweeping immigration fraud operation involving fake work visa applications and attempts to gain U.S. citizenship unlawfully.

Abdul Hadi Murshid, 39, and Muhammad Salman Nasir, 35, both originally from Pakistan, face multiple federal charges tied to what officials say was a long-running scheme exploiting employment-based visa categories to bring foreign nationals into the United States under false pretenses, according to a to a U.S. Citizenship and Immigration Services press release.

Murshid and Nasir were charged May 23 in the Northern District of Texas alongside two business entities—The Law Offices of D. Robert Jones PLLC and Reliable Ventures, Inc.—on counts including conspiracy to defraud the United States, visa fraud, money laundering conspiracy, and conspiracy under the Racketeer Influenced and Corrupt Organizations (RICO) Act. Murshid also faces a separate charge of unlawfully obtaining U.S. citizenship, while Nasir is charged with attempting to do so.

“If convicted, the defendants face up to 20 years in federal prison,” the release said. “Murshid may also face denaturalization.”

The indictment alleges the defendants orchestrated the submission of fraudulent EB-2, EB-3, and H-1B applications—employment-based visa pathways for highly skilled and professional foreign workers. These applications allegedly contained false information and misrepresentations that enabled individuals to gain immigration benefits unlawfully.

 

The Federal Bureau of Investigation, Homeland Security Investigations, the Department of State Diplomatic Security Service, and the Department of Labor’s Office of Inspector General led the investigation.

Reliable Ventures, one of the businesses named in the indictment, is a career guidance service based in Dallas. The company submitted no labor condition applications for H-1B visas in the first two quarters of fiscal year 2025 but had filed seven such applications and 17 green card labor certifications between 2022 and 2024, according to MyVisaJobs.com. The site listed it as a mid-tier visa sponsor, with some petitions denied or withdrawn during that period.

The other entity, The Law Offices of D. Robert Jones PLLC, advertises services ranging from asylum applications to investor visas, citizenship waivers for seniors, and student visas. Its website, however, displays unusual characteristics for a professional law firm. The blog section includes nonsensical or unrelated articles, such as one titled “How To Win On The Casino Tips To Win Online Casino Games,” which produces no visible content when clicked.

Client testimonials on the site praise Murshid and Nasir for assisting with various immigration filings. Several mention quick visa approvals and comprehensive service packages involving legal and business support.

Murshid is listed on the website as a “Business & Immigration Expert,” and Nasir as a “Business Immigration Consultant.” Both are described as experienced and highly recommended by clients. Neither is identified as a licensed attorney, although the firm lists a lead attorney, Saharie Lashaw Reed.

Federal authorities emphasized that an indictment is not proof of guilt and that all defendants are presumed innocent unless and until proven guilty in court. The U.S. Attorney’s Office is handling the prosecution for the Northern District of Texas.

Murshid and Nasir were contacted for comment by DX but did not respond by the time of publication.
