Councilwoman Gay Donnell Willis, who represents City of Dallas District 13, has been named October Crime Boss of the Month (CBOM) based on crime data for September. District 13 was one of just three districts to see a higher Crime Score in September 2022 over that same month in 2021, with an increase of 18.05%.
Willis’ professional experience includes Fortune 50 account management at a global advertising firm and promotions and broadcasting at the CBS affiliate in Lubbock. Her City of Dallas webpage does not specify on which city council committees she serves.
October marks the second straight month that Willis has been named CBOM. Her September crowning came after August stats saw a 23.11% Crime Score increase.
Of the 30 crime categories tabulated by Dallas Open Records, D13 saw increases in 12, two more than in August. The largest increase was in the category of Larceny/Theft Offenses, jumping from 156 in September 2021 to 176 in September 2022, a change of 20.
Drug/Narcotic Violations were another crime category to see a double-digit increase in D13 for September, more than doubling from nine in 2021 to 21 in 2022.

The Dallas Express asked Willis for an interview this week to discuss the crime increase in her district, but neither she nor her office responded to this query or any of the multiple previous requests for comment made to discuss other crime stories. Should she respond after press time, her comments will be featured in a future Crime Boss installment.
The City of Dallas saw 10 Homicide Offenses in September ’22, one more than in September ’21. Three occurred in District 7, two murders happened in each of D13 and D8, and one each in Districts 2, 9, and 14.
