Oscar Rosales, 51, has been identified as the suspect in the shooting death of Deputy Corporal Charles Galloway, 47, who was fatally shot around 12:45 a.m. on January 23 during a Houston traffic stop.
Witnesses reported that Rosales exited his vehicle and fired multiple shots at Galloway, who was still in his patrol vehicle. The shooter fled the scene and remains at large.
Houston Police Department Chief Troy Finner said, “This is senseless. It makes no sense whatsoever,” adding that Galloway had no time to respond or defend himself.
Galloway served the constable’s office for over twelve years, training and mentoring populations of younger officers who are now grieving his death.
Harris County Precinct 5 Constable Ted Heap said, “(Galloway) was the one who was sitting in the front seat with them. He was the one that was teaching them what to do and how to get home safely to their families. And here we are this evening with the roles reversed.”
The Houston Police Department is managing the investigation and has recovered the vehicle Rosales was driving when he reportedly shot Galloway; additionally, relatives of Rosales have been arrested and charged with tampering of evidence.
