Dallas ICE Facility Shooting 2025: Mullin Recognizes Officers Who Saved Lives Under Fire

Homeland Security Secretary Markwayne Mullin traveled to Dallas on Monday to recognize three Immigration and Customs Enforcement officers for their actions during a fatal shooting at a Dallas ICE facility in September 2025 that left two detainees dead and another injured.

Mullin honored Deportation Officers Andres Goche and Marco Solis, along with Enforcement and Removal Assistance Officer Christopher Pine, for their response during the attack, which targeted a detention transport van entering the facility.

“Today, we get to pause for a little bit and recognize the best of the best,” Mullin said, CBS News Texas reported. “You see the individuals behind me; they are willing to run in and risk their lives for those who were under our protection.”

The shooting occurred on Sept. 24, 2025, at about 6:30 a.m., when authorities said 29-year-old Joshua Jahn opened fire on the Dallas ICE facility from an elevated position on a nearby building as detention vans arrived carrying detainees, as reported by The Dallas Express.

According to officials, Jahn fired 17 shots at the facility and transport vehicles. Three detainees inside one of the vans were struck by gunfire. Two of the victims, identified as Miguel Angel Garcia-Hernández, 32, and Norlan Guzman-Fuentes, 37, later died. A third detainee survived with injuries.

Jahn was later found dead from a self-inflicted gunshot wound. Authorities also recovered bullets bearing anti-ICE messages near his body.

Robert Cerna, deputy director of the Dallas ICE Field Office, described the attack as a deliberate act directed at the agency.

“It was an act of violence targeted towards us, towards ICE that morning,” Cerna said, per CBS.

Cerna said the three honored officers provided aid to the victims, helped prevent additional casualties, and delivered emergency medical assistance in the aftermath of the shooting.

“Three detainees who were in one of our detention vans were struck by the sniper,” Cerna said, according to Fox 4 KDFW. “The sniper thought he was striking a van with our employees, but he actually hit three of our detainees. There were ten others in that vehicle.”

Officials said no ICE personnel were injured during the attack, although at least 17 windows at the facility were struck by gunfire.

Mullin praised the officers’ willingness to place themselves in danger while protecting those in government custody.

“The fact that they’re willing to sacrifice their lives for individuals that are in their custody would speak volumes to what type of law enforcement we have that work in ICE and at DHS,” Mullin said, Fox 4 reported.

Reflecting on the incident, Mullin expressed sympathy for the victims and their families.

“We’re sorry,” he said, according to CBS. “What we did as officers is we responded and did everything we could to save as many lives that we possible could during that tragic day, but it should have never taken place.”

Mullin also said attacks against ICE personnel have increased in recent years and emphasized the importance of recognizing law enforcement officers for their service.

“Every single day we should be celebrating law enforcement, understand the risks they put their lives at every day to make sure we can walk our streets, drive our streets and go to work and get home safe every day,” he said.
