President Donald Trump issued a proclamation on April 2 directing new restrictions on pharmaceutical imports, warning that reliance on foreign production threatens U.S. national security.
The action follows a Section 232 investigation by the Secretary of Commerce, who found that pharmaceuticals and key ingredients are being imported “in such quantities and under such circumstances as to threaten to impair the national security of the United States.”
According to the proclamation, the United States remains heavily dependent on foreign manufacturing. As of 2025, approximately 53% of patented pharmaceutical products distributed domestically are produced outside the country, while only 15% of patented active pharmaceutical ingredients are manufactured domestically by volume.
The administration said dependence on overseas supply chains could limit access to critical medications during geopolitical or economic disruptions.
“Patented pharmaceuticals are essential to the United States’ military and civilian healthcare,” the proclamation states, noting their role in treating cancer, infectious diseases, autoimmune disorders, and other serious conditions.
Tariffs And Incentives Target Domestic Production
The plan imposes a 100% tariff on certain imported patented pharmaceuticals and pharmaceutical ingredients.
Companies that commit to moving production to the United States may qualify for reduced tariff rates. Those with approved onshoring plans will face a 20% tariff, which will increase to 100% after four years.
Some products will remain exempt. Generic drugs and their associated ingredients are not subject to the new tariffs, and certain specialized pharmaceutical products tied to urgent health needs may also qualify for exemptions.
Trump previously signaled that tariffs on pharmaceuticals were coming, saying, “Within the next week or so, we’re going to be announcing tariffs on pharmaceuticals. … We want pharmaceuticals made in our country.”
Part Of Broader Trade Strategy
The proclamation also directs federal agencies to pursue agreements with companies and foreign partners aimed at increasing domestic production and aligning pricing policies.
The move fits within a broader tariff strategy targeting key industries tied to national security and domestic manufacturing, as previously reported by The Dallas Express.
The administration said it will implement pharmaceutical-related commitments tied to existing trade agreements with the European Union, Japan, South Korea, and Switzerland, while continuing negotiations with the United Kingdom.
Timeline And Implementation
The tariffs will take effect later this year, with implementation beginning July 31, 2026, for certain companies and expanding in September.
Officials said the measures aim to strengthen domestic manufacturing and reduce reliance on foreign suppliers for critical medicines.
