A federal disclosure filed with the U.S. Department of Justice shows that Israel’s Ministry of Foreign Affairs has contracted with a California marketing firm to promote educational outreach among American Evangelical Christians, including congregations in Texas.
Such filings are common under the Foreign Agents Registration Act (FARA), a U.S. transparency law requiring individuals and organizations to disclose work performed on behalf of foreign governments or political entities. Many countries — including U.S. allies and adversaries — employ similar public diplomacy or media contracts to promote their interests abroad.
The Christian Post reported that the “Show Faith by Works” registration is one of several recent filings connected to Israel’s Foreign Ministry. Among them is former Trump campaign manager Brad Parscale, who registered his firm Clocktower X LLC as a foreign agent for the state of Israel on September 18 to produce digital campaigns countering antisemitism under a $6 million contract.
The United States and other nations have long employed similar public diplomacy tools abroad. The U.S. State Department and USAID regularly fund cultural and educational programs through embassies to promote democratic values, while the United Kingdom operates the British Council for international outreach. China’s government runs Confucius Institutes worldwide to advance its language and cultural agenda. These efforts, like Israel’s registration, are lawful under their respective transparency and disclosure systems.
The September 27 filing, submitted under the Foreign Agents Registration Act (FARA), lists Show Faith by Works LLC of San Diego as the contractor. The document describes a combined digital and in-person outreach effort, budgeted at roughly $4 million, to strengthen Christian understanding of Israel’s history and security challenges.
According to the filing, the initiative seeks to “combat low American Evangelical Christian approval of the Nation of Israel” through faith-based programming, online engagement, and a traveling exhibit known as the “10/7 Experience.” The agreement was signed Sept. 18, 2025, and includes an initial payment of $325,881 through HAVAS Media, an Israel-based agency working on behalf of the ministry.
Planned Strategy
The registration outlines a mix of digital advertising and community outreach across Arizona, Nevada, California, and Colorado. A portion of the campaign references the use of location-based marketing tools to reach churchgoers online.
“Track attendees and continue to target with ads … redirect nearly all web traffic to friendly sites based on key terms, ensure that website is the top of all search results, [and] prioritize our information to key demographics,” the filing states.
The document includes a list of roughly 600 churches nationwide, among them about 200 in Texas, including congregations in Dallas, Fort Worth, Houston, and San Antonio. Examples listed include First Baptist Dallas, Friendship-West Baptist Church, and Gospel Tabernacle Church.
Messaging Themes
The filing divides its messaging into two broad categories:
- Pro-Israel — educational content highlighting Israel’s history, democratic structure, and ties to Christianity.
- Opposition to a Palestinian state — materials warning that such a state could support groups hostile to Israel.
It also describes the “10/7 Experience” as a mobile exhibit featuring Israeli Defense Forces footage intended to illustrate “the difficulty of fighting bad actors in hostile territory with civilians.”
Faith & Freedom Coalition Clarifies Its Role
The filing was signed by Chad Schnitger, who also serves as president of the Faith & Freedom Coalition of California. A spokesperson for Faith & Freedom Coalition founder Ralph Reed told The Christian Post that neither Reed nor the national organization had “any role in and no knowledge of” the project, describing Schnitger’s actions as undertaken “in his capacity as a private citizen.”
While the national group reaffirmed its support for Israel, it said it was not affiliated with the foreign-funded campaign.
Status and Scope
The filing includes five scheduled payments totaling approximately $3.26 million to cover staffing, travel, and media costs, with optional expansions to Texas, Utah, and Wyoming. The document does not indicate whether outreach activities have begun or which congregations, if any, have participated so far.
The Dallas Express contacted Show Faith by Works LLC and the Israeli Ministry of Foreign Affairs for comment, but did not receive a response by the time of publication. The publication also reached out to 20 Texas churches named in the filing to ask whether they had been approached or involved in the project. None had responded as of publication.
The Foreign Agents Registration Act (FARA), first enacted in 1938, requires individuals and organizations working on behalf of foreign governments or political entities to publicly disclose their funding and activities to the U.S. Department of Justice. According to the Department, such efforts are legal if transparent and help the public “understand who is really behind such influence activity.”
“FARA helps protect the integrity of American democracy by combating covert foreign government influence in our political process,” then–Assistant Attorney General John C. Demers said in a DOJ overview document.
