Texas Instruments Cuts Jobs While Seeking Hundreds Of H-1B Visas

Texas Instruments has announced another round of layoffs in North Texas, despite federal records showing the company has continued to apply for the importation of hundreds of foreign workers to its Dallas-Fort Worth facilities.

A new entry published in mid-October in the Texas Workforce Commission’s Worker Adjustment and Retraining Notification (WARN) database indicates that the semiconductor manufacturer will lay off 19 employees at its Sherman plant in Grayson County by December 12.

The notice issued to employees, dated October 15, appears to confirm prior reporting by The Dallas Express that layoffs occurred earlier this fall at multiple Texas Instruments facilities across the region. It remains unclear whether the new filing represents an additional wave of job cuts or simply a delayed registration of layoffs that have already occurred.

The notice came just one day before the board of directors of Texas Instruments declared a quarterly cash dividend of $1.42 per share of common stock, payable on November 12.

The latest WARN update adds to a growing list of staff reductions by the Dallas-based company, which announced 183 job cuts in early October, DX reported. The new filing in Sherman follows previous reports of job losses in Dallas and Richardson.

Meanwhile, records from the U.S. Citizenship and Immigration Services (USCIS) H-1B data hub show that Texas Instruments has applied for 263 H-1B visa positions between January 2024 and June 2025.

The H1B Salary Database compiles Labor Condition Applications (LCAs) filed with the U.S. Department of Labor, which represent an early step in the visa process. These filings establish intent but do not necessarily indicate that a visa was approved or that a worker ultimately began employment in the United States.

The available data show that Texas Instruments filed LCAs for a range of 2025 start dates for roles including analog design engineers, systems engineers, and even one assistant general counsel — a legal position, despite the well-documented oversupply of lawyers in the domestic job market.

Texas Instruments has not responded to repeated requests for comment on how its continued H-1B hiring aligns with recent layoffs and federal subsidies the company has received under the CHIPS Act.

These layoffs occurred after the company reportedly accepted up to $1.61 billion in taxpayer funding to expand its U.S. manufacturing footprint.

Critics, including President Donald Trump, have announced a series of overhauls to the H-1B visa program, including a $100,000 fee for new visa applications, DX reported.

A survey published by the workplace app Blind in September found that 56% of U.S. citizens believe the H-1B program creates “unfair competition” for domestic job seekers, compared to 27% of green card holders, according to prior reporting by DX.

Proponents of the visa program, such as Tesla CEO Elon Musk, say it is necessary to get the best workers. “The reason I’m in America along with so many critical people who built SpaceX, Tesla and hundreds of other companies that made America strong is because of H1B,” Musk posted on X in December 2024.

Texas Instruments, which has announced more than $60 billion in new U.S. investments across seven semiconductor fabrication sites, has said the expansion could eventually support 60,000 jobs, according to National CIO Review. The company has not specified how many of those positions will be filled by U.S. citizens or foreign nationals.
