Dallas has launched a partnership with the Smart Surfaces Coalition to combat urban heat.

The plan uses reflective roofing, expanded tree plantings, and green infrastructure targeting the city’s hottest neighborhoods.

The initiative aims to reduce temperatures, cut energy costs, and improve public health for vulnerable groups. Those groups include outdoor workers, children, seniors, and individuals experiencing homelessness.

The collaboration represents a significant step in Dallas’ climate adaptation strategy. It combines technology and environmental science to address the rising temperatures in urban areas. These changes disproportionately affect low-income communities.

“We are proud to partner with the city of Dallas to create solutions to make the city’s urban areas cooler, healthier, and safer for all residents, especially for outdoor workers, children, seniors, athletes and unhoused people. These strategies cut energy bills, protect vulnerable populations, and strengthen the economy,” said Greg Kats of the Smart Surfaces Coalition.

The coalition includes 40 national and international partners who provide satellite data for mapping urban heat, training for city staff, and financial guidance to secure federal funding. The partnership focuses on integrating smart surface solutions into Dallas ordinances. It also advances equity and public health objectives.

Smart surface strategies include installing porous pavement that absorbs rainwater, thereby reducing runoff and improving water quality. They also involve using lighter-colored construction materials to reflect sunlight. Green rooftops help reduce surface heat and flooding risk. These approaches transform heat-trapping surfaces into resilient infrastructure. They also provide multiple environmental functions.

Dallas’ agreement is part of the broader Cities for Smart Surfaces Initiative. This program supports ten major US metro areas. It offers data, education, and policy guidance for climate-friendly surfaces.

The coalition envisions Dallas as a leader in redefining urban environments. 

Grants from the Waverley Street Foundation and the JPB Foundation support the funding for this effort. A multidisciplinary team of public health, data analytics, and energy experts will assist with local implementation. Their work will continue over the next three years. The plan emphasizes interdisciplinary solutions that cool the urban core.
