An alleged motorcycle gang member was arrested after Dallas police investigated reports of a man shooting at a car in the area near Methodist Dallas Medical Center.

Southwest patrol officers responded to an active shooter call at about 9:45 p.m. on July 16 in the 1500 block of North Beckley Avenue. The alleged shooter, 54-year-old David Frank, was found at a residence on North Beckley Avenue along with spent cartridge casings and possible blood evidence, indicating a recent shooting.

Detectives obtained a search warrant that Southwest Crime Response Team officers executed at the property. The search yielded two handguns, ammunition, and body armor, along with paraphernalia and memorabilia associated with a known motorcycle gang. A second warrant allowed them to seize additional gang materials, including a leather vest with motorcycle gang patches.

“Although there were no formal reports of aggravated assault, our officers and detectives used strategic investigative tools to continue working the case, which led to a dangerous gang member off the street,” Deputy Chief Majusta Allen said in a news release.

Frank faces three charges stemming from the incident. He’s charged with Unlawful Carrying of a Weapon with a Felony Conviction, a second-degree felony.

Additional charges include Unlawful Possession of Body Armor by a Felon, a third-degree felony. He also faces Discharge of a Firearm in Certain Municipalities, a class-A misdemeanor.

The investigation continues under case number 101398-2025.
