A woman from the Dallas-Fort Worth area, accused of killing her son, has been placed on the FBI’s “10 Most Wanted Fugitives” list.

Cindy Rodriguez Singh, 40, is one of the FBI’s top-ten most wanted fugitives, the Bureau announced July 1. She is a “capital murder suspect” in the likely death of her six-year-old son, Noel Alvarez. The two previously lived in Everman, south of Fort Worth.

“This is a promise we made to him and to this community, that we would never stop until those responsible are held accountable,” said Craig Spencer, city manager and former chief of police for the City of Everman, in the release. “We urge anyone, anywhere, with information to come forward now. Noel deserves that much.”

Singh was last seen on March 22, 2023, boarding a flight to India. She has brown hair and brown eyes, weighs between 120 and 140 pounds, is 5 feet 1 inch to 5 feet 3 inches tall, and has tattoos on her back, both legs, and right arm, hand, and calf. Singh was born in Dallas, and officials believe she has ties to India and Mexico.

The FBI is offering a $250,000 reward for information that leads to Singh’s arrest. Anyone with information should “immediately” call the nearest FBI office or local police agency.

“All information can remain anonymous, and confidentiality is guaranteed,” the release reads.

Singh’s son, Noel, has been missing since October 2022, according to the FBI. Officials claim she murdered him.

In March 2023, the Texas Department of Family and Protective Services requested that the Everman Police Department conduct a welfare check on Noel. When officers asked Singh about the boy, she lied to officers, saying he was “living with his biological father” in Mexico since November 2022. Then on March 22, she, her husband, and “six other juvenile children” boarded a flight for India – without Noel.

Singh was charged in the Tarrant County District Court in October 2023 with “capital murder,” according to the FBI. In November that year, the U.S. District Court for Northern Texas issued a federal arrest warrant for “unlawful flight to avoid prosecution.”

“The disappearance and suspected death of Noel Alvarez is still fresh in the minds of everyone in Everman as well as throughout North Texas,” said FBI Dallas Special Agent in Charge R. Joseph Rothrock in the release. “We are confident that this publicity will culminate in her arrest and that she will be returned to the United States to answer for her alleged crimes.”

FBI-Fort Worth, Texas Rangers, the Tarrant County District Attorney’s office, the Everman Police Department, and the Northeast Tarrant County Child Abduction Response Team are investigating this case.

Tarrant County District Attorney Phil Sorrells said in the release that he appreciates the “unwavering dedication” of law enforcement.

“We are hopeful that Cindy Rodriguez Singh will be apprehended and returned to Tarrant County,” Sorrells said. “My office is committed to delivering justice for Noel.”
